- ENCLOSE UTILITIES IN STAIRWELLS Stratton VA Medical Center The Samuel S. Stratton VA Medical Center (hereafter "The VA" or "VA"), located at 113 Holland Ave., Albany NY 12208, intends to release a competitive Invitation for Bids numbered VA528-12-B-0644, for a project entitled "Enclose Utilities in Stairwells" on or about the week of August 12, 2011. Unless additional notice is given or this notice is modified, the full IFB will be posted to the Government-wide Point of Entry (www.fbo.gov). The current intention of the VA is to procure these services competitively via a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The applicable NAICS code will be236220, Commercial and Institutional Building Construction, with an applicable small business size standard of $35.0Million. The estimated construction value of this project falls within the range of $250,000 and $500,000. Bid, performance and payment bonding will be required to respond to this IFB once released. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203. The work to be performed for includes, but is not limited to, the following: Provide all labor, tools, equipment, materials and supervision to perform and complete the work defined by the drawings and specifications. Work will be comprised of the following but not limited to enclosing the utilities to remain in the stair towers with 2 hour rated assembly enclosures; demolition, removal of existing wire caging on effected towers, asbestos abatement, electrical, plumbing, insulation and carpentry work. The location of work will be the Stratton VA Medical Center Albany, NY focused in building one stair towers number 1 thru number 12. The contractor will proactively coordinate the closure and redirection of all egress traffic about the areas under construction while adhering to comply with the Medical Center ICRA and ILSM requirements as relates to this project. The contractor will coordinate all disruptions with the Medical Center (MC) COTR as the MC will continue operations during this contract. The location and nature of this work will necessitate that it be performed during both first and second shift and closely coordinated with VA personnel. Staging of materials logistics will be a challenging issue the successful contractor will address. Hot permits are required for any open flame activity thru VA Safety. The C&A requirements do not apply, and that a Security Accreditation Package is not required. The Contracting Officer will not be able to answer any questions to this notice until an Invitation for Bids is issued and only by Request for Information (RFIs)
