Description
The Saint Lawrence Seaway Development Corporation (Corporation) plans to issue an Invitation for Bid (IFB) for a contractor to furnish all plant, labor, equipment and materials and perform all work for installing/constructing improvements on the Corporation's buoy tending crane barge (Buoy Barge) at a shipyard/facility to which the Corporation will deliver the Buoy Barge. Due to the geographical location (Massena, NY) of the buoy barge, the shipyard/facility must be located within the Great Lakes region. The Buoy Barge is a 150 ft. long x 60 ft. wide x 10 ft. deep U. S. Army Corps of Engineers' DeLong jackup pier barge that was modified by the U. S. Coast Guard for setting and removing buoys. The Buoy Barge is equipped with a Schottel bow thruster capable of developing 5,500 lbs. of thrust to the port and starboard sides and a 50 ton capacity pedestal crane that was manufactured by the Alaska Marine Crane Corporation. This project will include work to replace the pedestal crane and to replace/upgrade the bow thruster controls, heating system, ventilation system, fire suppression system, fuel oil containment and access/egress hatches. The project may also include work to replace the bow thruster engine and the generator on the Buoy Barge. The project shall be completed between April 15, 2013 and October 1, 2013. The IFB package will be released on or about August 3, 2012 with a response date of approximately September 14, 2012. The Corporation will furnish specifications and drawings in electronic format (CD) at a non-refundable cost of $25.00. Please make checks payable to the Saint Lawrence Seaway Development Corporation, 180 Andrews Street, Massena, NY 13662 or you may pay by debit or credit card by accessing www.pay.gov and selecting the miscellaneous payment form under Saint Lawrence Seaway. Applicable NAICS code - 336611, Size Standard - 1,000 Employees. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway. Prospective offerors must be registered on the Central Contractor Registration (CCR) database at www.ccr.gov to be eligible for award. Attention: The Department of Transportation (DOT) Short Term Lending Program (STLP) offers financial assistance to eligible disadvantaged, HubZone, or service disabled veteran owned businesses. Maximum line of credit is $750,000.00 with a variable interest rate tied to the prime rate, as published in the Wall Street Journal.
