Description
The Federal Bureau of Prisons, TDAT Contracting Office, is seeking proposals from sources having the ability to provide community-based outpatient sex offender treatment services, within a 15 mile radius of Bloomsburg City Hall, 301 East Second Street, Bloomsburg, Pennsylvania, 17815. Performance periods under this contract will be for a one-year base period estimated to begin on October 1, 2012 with four (4) one-year option periods, with services ending (if all options years are renewed) on September 30, 2017. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated number of inmates 12: Sex Offender Specific Evaluation & Report (one per inmate) for 12 inmates; Clinical Polygraph Exam & Report (1 per inmate) for 12 inmates; Abel Assessment and Report (1 per inmate) for 12 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 288 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 864 sessions; Transportation (96 trips per inmate) for 1152 trips Option Year One: Estimated number of inmates 14: Sex Offender Specific Evaluation & Report (one per inmate) for 14 inmates; Clinical Polygraph Exam & Report (1 per inmate) for 14 inmates; Abel Assessment and Report ( 1 per inmate) for 14 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 336 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1008 sessions; Transportation (96 trips per inmate) for 1344 trips Option Year Two: Estimated number of inmates 16: Sex Offender Specific Evaluation & Report (one per inmate) for 16 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 16 inmates; Abel Assessment and Report ( 1 per inmate) for 16 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 384 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1152 sessions; Transportation (96 trips per inmate) for 1536 trips Option Year Three: Estimated number of inmates 18: Sex Offender Specific Evaluation & Report (one per inmate) for 18 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 18 inmates; Abel Assessment and Report ( 1 per inmate) for 18 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 432 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1296 sessions; Transportation (96 trips per inmate) for 1728 trips Option Year Four: Estimated number of inmates 20: Sex Offender Specific Evaluation & Report (one per inmate) for 20 inmates; Clinical Polygraph Exam & Report; ( 1 per inmate) for 20 inmates; Abel Assessment and Report ( 1 per inmate) for 20 inmates; Sex Offender Individual Counseling (30 minutes = 1 session)(24 per inmate) for 480 sessions; Sex Offender Group Counseling (30 minutes = 1 session)(72 per inmate) for 1440 sessions; Transportation (96 trips per inmate) for 1920 trips The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Sex Offender Treatment Services Statement of Work dated February 2012. The request for proposal will be available on or after July 25, 2012 and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. All future information about this acquisition, including proposal amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about August 28, 2012. Faith-Based and Community -Based Organizations can submit offers/bids/proposals equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a proposal which will be considered by this agency.
