Description
The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division, intends to negotiate on a sole source basis with HMK Consulting, Inc. using the procedures in FAR Parts 6 and 12, to procure continued maintenance, improvements and expansion of the National Marine Fisheries (NMFS) online application system: Authorization and Permits for Protected Species (APPS). HMK Consulting, Inc. is the sole developer and provider of this maintenance and Software Support services. HMK Consulting, Inc. is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541513 with a business size standard of $25. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to hilmar.sourwine@noaa.gov by August 2, 2012. Award will be made using FAR 12. The determination to compete or not complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please indicate NFFKPR00-12-03824 on your quote. Statement of Work: Enhancing the Online System for Authorizations and Permits for Protected Species (APPS) The period of performance for this requirement will be for three (3) years from Date of Award (DoA). This is a combined synopsis/solicitation to provide maintenance, support, and further development for the Authorizations and Permits for Protected Species (APPS) online system for the NOAA/National Marine Fisheries Service's (NMFS) Office of Protected Resources, Permits and Conservation Division, located at 1315 East-West Highway, Silver Spring, MD 20910. Introduction The purpose of this contract is to maintain NMFS' existing web-based permit application system, APPS (https://apps.nmfs.noaa.gov). This system allows members of the public to submit, track, and query applications and reports online. Permit analysts at NMFS and the Oregon Department of Fish and Wildlife manage authorizations and permits with this system. APPS is designed to handle permits and authorizations required under the Endangered Species Act (ESA) and the Marine Mammal Protection Act. This contract will cover continued maintenance and support of APPS to ensure smooth functioning of the system. As additional funding becomes available, more development and expansion tasks would be assigned. Specific tasks for this requirement include, but are not limited to: System Maintenance/Support 1. Addressing future software upgrades The contractor will develop the web site and database using the latest versions, as practicable, of Cold Fusion and SQL Server, until such time as it is determined that a different platform is the best option to ensure the continued functionality of the system. The contractor will coordinate software upgrades with the APPS Team to ensure that they are conducted with minimal impact to the system. The system must continue to be accessible using a Microsoft Access or equivalent interface, to allow system administrators to create ad-hoc queries. 2. Ensuring and improving system security The contractor will make recommendations and do the necessary software upgrades and programming changes to ensure the continued security of the system, including conforming to any necessary NOAA or other Federal security requirements, in accordance with HSPD-12. 3. Ensuring compliance with other federal and/or agency requirements The contractor will make recommendations and do the necessary software upgrades and programming changes to ensure that the system meets with federal requirements and guidance for government websites, including Section 508 standards. 4. Keeping the system tuned and running efficiently The contractor will do the necessary work to keep the system tuned and running efficiently, working with the APPS Team to coordinate on any major activities. 5. Troubleshooting and fixing system problems that may arise. The contractor will respond to and work with the APPS Team to troubleshoot and fix system problems. 6. Changes necessary to address business requirements The contractor will respond to the APPS Team requests to address changing business requirements by making system modifications such as: • Adding or changing database fields. • Modifying data entry screens and other web pages changes. • Changes necessary to address changes in regulations and species or permits covered. 7. System Documentation The contractor will: • Deliver releasable code of the entire APPS application to NMFS APPS team. • Deliver complete data dictionary and database relationship diagrams of the entire APPS application to NMFS APPS team. • Provide guidance on accessing and querying the backend of the database. • Conduct a knowledge transfer meeting with the NMFS APPS team. System Development 1. Improved User Interface The contractor will: • Make changes such as: o Change the look of APPS to match the new NMFS template o Increase the size of the breadcrumbs o Edit the process for adding a CV • Edit the status page, modification module, and reporting module. • Enhance existing and create new administrative reports/queries that facilitate workload tracking and analysis of permitted activities. • Redesign the application screens to incorporate more text boxes, based on changes to the application instructions. • Develop user help feature into a context-sensitive, database-driven user help system, allowing: 1) individual help pop-up items, and 2) an organized compilation of all help items. 2. Expanded System Scope The contractor will: • expand the system scope to better handle additional permit types, such as: o Commercial/Educational Photography permits o Parts permits o Incidental take permits (Incidental Harassment Authorizations, Letters of Authorizations, 10(a)(1)(B) permits) o Public display permits o Research conducted under Section 7 of the ESA • Integrate permit documents into APPS. • Create new modules and modify existing structure as new species are listed under the ESA. 3. Expanded System Linkages The contractor will: • Develop system functionality to contribute read-only data sets for use in a GIS display of location and cumulative take calculation. Deliverables The contractor will: • Provide written status reports to NMFS APPS team on a monthly basis. • Work with the APPS team to test all changes to the application. • Participate in regularly scheduled conference calls with the APPS team. Conditions of Purchase Order The resulting purchase order will be negotiated on a firm-fixed-price hourly rate. Provide the number of hours and hourly rate over the life of the contract. The award will be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Offers will be evaluated based upon their past performance, approach, and price. While these factors are relatively equal, they are listed in order of importance. Payment will be made on a monthly basis after receipt of proper invoices, which indicate number of hours worked for each task and accompanied by monthly progress reports.
