Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 13, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is N62271-12-Q-1110 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. The associated North American Industrial Classification System (NAICS) code for this procurement is 334519. Naval Postgraduate School Systems Engineering Department Large Aperture Scintillometer The NPS Systems Engineering Department has a requirement for a Large Aperture Scintillometer BRAND NAME OR EQUAL to the BLS2000. The technical specifications are listed below. The requirement can be full filled by a commercial off the shelf item, for example BLS2000 or similar item with salient characteristics. Quotes submitted should include shipping and are to be fixed firm price. Please include all power and USB cables needed to operate the equipment. Naval Postgraduate School is an educational institution; please submit quotes with any educational discounts that may apply. Quotes are to be e mailed to the NPS Contracting Office Point of Contact, Jennifer Lee at jllee@nps.edu. All interested parties much contact the NPS Contracting Office POC. Vendors shall not list on the interested parties list without contacting the POC. This RFQ will close on August 6, 2012. Please have all quotes e mailed into NPS POC on or before this date. Technical Requirement Specifications The below are the minimum salient characteristics with a delivery date of 30 days after contract award. Specifications Large Aperture Scintillometer 1. Dual Disk Transmitter: 1. Offers extinction/ outer scale correction due to conditions of fog, dust, and other aerosols. These fluctuations are highly correlated between our dual disk systems and can be corrected. 2. Extends measurement range to higher turbulence. 3. Improves statistical data quality (2 transmitters instead of 1) 4. Ability to capture crosswind data. Positioning Device -Rapid installation and alignment of receiver with positioning device -Receiver is mounted on a 3 axis-positioning device that comes with a mounted telescope 5. SRUN Software, Manuals & Cables -Data evaluation software for a Microsoft Windows based operating system -Measures and calculates the following atmospheric data and parameters (real-time measurements): Structure constant of refractive index (Cn2), Fried diameter (r0), Structure constant of temperature (CT2), Turbulent sensible heat flux, Monin-Obukhov Length, Friction velocity, Turbulent flux of latent heat, Crosswind velocity, Pressure, Temperature, Humidity, Wind Speed, and Wind Direction. In accordance with FAR 52.212-1(c), the offeror agrees to hold the prices in its offer firm for a period of 30 calendar days from the date of close of the solicitation, unless another time period is specified in an addendum to the solicitation.
