- Description
- NASA/ARC intends to extend contract NNA06AA01C with Consolidated Safety Services, Inc. (CSS), on a sole-source basis pursuant to 10 U.S.C 2304(c)(1), Only One Responsible Source. The performance period will be extended for a potential twelve (12) month period, consisting of a four(4)-month base period and eight(8) one-month options. The principle purpose of this cost-plus-fixed-fee contract is to provide occupational safety support, industrial hygiene support, health physics support, construction safety engineering support, fire protection engineering support, Voluntary Protection Program (VPP) support, safety training, Health Unit operations, Fitness Center operations, and Emergency Response support to NASA Ames Research Center (ARC). The required services support various programs that assure ARC operations are carried out in compliance with applicable Federal, State, and local regulations and NASA policies, protect the safety and health of all employees at ARC, and maintain and retain ARC's OSHA VPP certification and Joint Commission for the Accreditation of Health Care Organizations certification. The extension will extend the period of performance of the current contract, NNA06AA01C, for four (4) months, from September 1, 2012 through December 31, 2012 for the base period; and end on August 31, 2013 if all eight (8) one-month options are exercised. The required services are currently under re-competition. The current contractor, CSS, is considered the only contractor that can meet ARCs needs given the short period of performance for the extension. Additionally, competing the requirement for a period of up to twelve months would not be possible given the end date of the current contract and the strict requirement of uninterrupted support. Awarding the potential twelve month contract extension to another contractor at the same time the recompetition is in process would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension as well as unacceptable delays in fulfilling NSA/ARC's critical requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The purpose of this action is to bridge the performance period between the end of the current contract and the anticipated award of the follow-on requirement. Information regarding the recompetition of the Safety, Environmental and Medical Support Services (SEMSS) can be found at the following website: http://ec.msfc.nasa.gov/doing_business/index.php?apt&rid=196 The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 30, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
