- The Mission and Installation Contracting Command, West Point, NY (MICC-West Point) intends to negotiate and award a sole source contract with Embrace Technologies, Inc. for the following requirement: Provide and install a Common Access Card (CAC) reader system in the Surgical Suite Area at the Keller Army Community Hospital, West Point, NY. The system will consist of 8 doors in total. The system must interface with an existing system which is the Hirsch Velocity system which has been customized by Embrace Technologies for the specific needs of the US Military Academy, West Point, NY. All requirements for CAC systems on the installation must tie into the existing software and server systems. MICC-West Point intends to award a sole source contract under the authority of FAR 13.106-1(b), only one source reasonably available. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures FAR Part 13 and Commercial Procedures in FAR Part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and it is intended that a solicitation will only be issued to Embrace Technologies, Inc. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government without increasing costs due to duplicating a software and Active Client database system. If no affirmative written responses are received by 30 July 2012 at 10:00 AM Local Time, the Government will proceed without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
