- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source fixed price contract with Motorola Solutions, Inc., 7031 Columbia Gateway Drive, 3 rd Floor, Columbia, MD, 21046, under RFQ1826125344. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The Radio Systems Development Unit (RSDU) has a requirement to purchase Refurbished DIU 3000 Crypto Modules with AES (Advance Encryption Standard) Encryption and Crypto Module Software upgrades to encrypt/decrypt audio to and from the FBI's dispatch consoles. The purpose is to improve communication security within the FBI's existing LMRS. These refurbished crypto modules are needed to upgrade the FBI's dispatch communications security to meet the AES encryption mandate. The upgrades are applicable to dispatch consoles. The existing land mobile radio infrastructure was built with Motorola equipment beginning in the early 1980's. The Crypto Modules were originally procured through Motorola and are proprietary to Motorola Solutions, the original equipment manufacturer, and are considered the Intellectual Property of Motorola. The software and firmware are covered by numerous copyrights and patents. Based on market research via contact with vendors, members of the government technical community, trade shows, trade journals and the world wide web, it has been determined that the FBI's requirement can only be met by Motorola. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement by Friday, July 27, 2012, 9:00 am (Eastern), via email to margaret.einspahr@ic.fbi.gov., and referencing RFQ1826125334. Telephone requests will not be accepted. A determination by the Government not to compete the requirement, based on responses to this notice, is solely within the discretion of the Government. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number (NAICS) is 334220.
