- 23 Jul 2012, the following questions were asked: Question 4: Paragraph 1. Scope of Work says "All work shall be accomplished in accordance with typical industry standards." Do you require a simple annual inspection as required by TCEQ, or do you want something more thorough with detailed recommendations for remediation? Answer 4: Inspection should be a simple annual inspection however with recommendation for remediation of tank. Question 5: Paragraph 2. Specific Tasks says "Contractor will inspect, test, and determine tank compliance with all state and federal regulations." Please confirm that those regulations include TCEQ, AWWA, OSHA and NFPA regulations. Answer 5: Regulations should include TCEQ, AWWA, OSHA and NFPA. Question 6: Do you require a professional engineer licensed in the State of Texas to sign and seal the inspection report? Answer 6: Yes, signature of a professional engineer will make sure I have a good product in hand. Question 7: Paragraph 2. Specific Tasks says "Contractor shall inspect tanks without draining." implying that the tanks will be full of water. Will the tanks be "on-line", i.e. water flowing in and/or out of the tank while the scuba-diving inspector is in the tank, or will the valves be closed while the inspector is in the tank? This is a safety issue. Answer 7: Tanks will remain full, however they can be valved off for the safety of inspectors. Be advised they will have to make sure they maintain cleanliness of water supply at all time. Question 8: Are the tanks' coatings to be evaluated for regulated heavy metals such as, but not limited to lead? Answer 8: Don't think any of these tanks have any Lead base coatings however it is a good idea to check. Question 9: Is the inspector required to have a NACE certification? Answer 9: NACE certification is not needed however it would be a plus to have.
