- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Cincinnati Children's Hospital Medical Center, 3333 Burnett Avenue, ML 4006, Cincinnati, Ohio 45229 on behalf of the National Human Genome Research Institute (NHGRI), Social Network Methods Section (SNMS) of the Social and Behavioral Research Branch to continue procuring, interviewing, data processing and administrative support, human subject research approval for a Clinical Project "Type 2 Diabetes and Social Network" project. This is a follow-on requirement. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation's largest medical research agency and the primary Federal agency conducting, supporting and making medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Social Network Methods Section (SNMS) of the Social and Behavioral Research Branch is dedicated to examining the role of social relationships on health outcomes through the development and testing of social network-based health interventions, particularly in the context of families with inherited diseases. The current study will expand upon the Section's research involving common disease risk among Mexican American families, and families affected by Lynch Syndrome. In order to more fully develop the SNMS research portfolio and address critical gaps in medical and public health research, contracting with Cincinnati Children's Hospital Medical Center (CCHMC) will be integral in that the Contractor has extensive experience studying and promoting family health history as a health promotion tool. The CCHMC is absolutely essential to continue the successful progress of this study because the combination of the experience, expertise and access to the study population will reduce the time and cost of this study. The procurement of this contractor will continue to provide support in interviewing/surveying, recruiting of interview data, as well as processing of qualitative data for the project entitled, "Type 2 Diabetes and social networks." CCHMC will recruit participants, administer the telephone interviews or online surveys, and prepare a dataset for analysis. CCHMC will also analyze the qualitative data for the study. The data obtained from this project will be used to address the following objectives: 1) evaluate social network systems related to dissemination of type 2 diabetes (T2D) within families at risk of T2D based on family health history (FHH), and 2) examine family members' perceptions of the importance of sharing FHH risk information with one another and factors influencing with whom they share information. Period of performance : 12 months from the issuance of the Purchase Order with One (1) 12-Months Option Year Period. Place of Performance : Cincinnati Children's Hospital Medical Center, Cincinnati, Ohio. Scope of Project : Summary: Cincinnati Children's Hospital Medical Center will collect social network data for the research project entitled "Type 2 diabetes and social networks." The current project aims to 1) evaluate social network systems related to dissemination of type 2 diabetes (T2D) within families at risk of T2D based on family health history (FHH), and 2) examine family members' perceptions of the importance of sharing FHH risk information with one another and factors influencing with whom they share information. The Contractor will provide the following support on the project : • The Contractor shall administer the assessment surveys to study participants (online and telephone interviews). • The Contractor shall be responsible for the Recruitment of the participants. • The Contractor shall serve as a point contact for participants throughout the project. • The Contractor shall enter data into electronic database and conduct quality control. • The Contractor shall be responsible for data analysis. Industry Classification (NAICS) Code is 541712 Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) the Small Business Size Standard in number of employees is 500. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-58, (May 18, 2012). This requirement is under the SAT of $150,000.00. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by July 26, 2012, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
