Description
Amendment 001: (A001) Questions and Answers in Bold,Italic (Q& A ) Q.1. Are the hours listed 1920, the minimum number of hours of work expected? Or is it presented as an example? A.1. 1920 hours is the total number of hours expected and should be the basis used for the proposal. Q.2. If 1920 is the minimum number of hours of work required, can they be split between representatives of the bidding firm? In our case we have 3 consultants who are very qualified. The work could potentially be split between the 3 consultants. Is this allowed? A.2. USTDA's experience in award and management of similar contractual requirements suggests that the requirement is effectively met through a single contractor resource. Q.3. The RFQ mentions there may be some required travel within the US and in Latin America. Are travel/lodging costs expected to be part of the hourly rate? Or will they be covered separately? A.3. Travel and related costs should not be included in the proposal. Travel will be very infrequent, if it occurs at all, and will be funded externally from the contract. Q.4. Are offerors required to be registered in the USTDA's Consultant Database in order to be considered for award? A.4. No. Q.5. Does a small business qualify as an independent contractor or vendor under H.7 Security Issue (RFQ, p. 8)? A.5. A small business entity would be considered a vendor. Q.6. We are a small business that previously had a facility security clearance that was administratively terminated. Will the USTDA be willing to submit a sponsorship letter in order to reprocess our facility security clearance? Upon request, we can provide our CAGE and file numbers. In order to be considered for award, do we need to have the necessary processing completed and security clearance granted before we submit our quotation? A.6. As stated in the RFQ, a facility clearance is required before contract award. Q.7. Should an offeror submit its proposal in 2 separate volumes: technical and cost? A.7. Proposals should be submitted in accordance with the instructions contained in the RFQ. Separate volumes are not required. Q.8. If so, in which volume should we include the following documents? • Standard form 1449 • 52.212-3 Offeror Representation and Certifications - Commercial Items • Contractor Biographical Data Sheet A.8. See response to Item 7. Q.9. Regarding Past Performance Information (RFQ, p. 11, number (10)), does the Past Performance Information count towards the 3 page limit for the presentation of technical merit? Would information regarding corporate capability count towards this 3 page limit as well? A.9. The information regarding past performance and corporate capability do not count towards the 3-page limit for presentation on technical merit. Q.10. Can a firm present more than one candidate in one quotation? Or should the firm submit multiple offers, one for each candidate? A.10. See response to Item 2. above.
