Description
NASA/ARC intends to extend contract NNA05AC42C with Integrated Science Solutions, Inc. (ISSi) on a sole source basis pursuant to 10 USC 2304(c)(1), Only One Responsible Source. The period of performance will be extended for a potential twelve-month period, consisting of a four-month base period and eight one-month options. This extension will begin September 1, 2012 and end on December 31, 2012 for the four-month base period, and end on August 31, 2013 if all eight one-month options are exercised. The extension is determined to be the best interest of the Government to ensure uninterrupted environmental support to NASA/ARC until a new contract is awarded. The current contractor, ISSi, is considered the only capable contractor that can meet NASA/ARC's needs given the short period of performance for this extension. Additionally, competing the requirement for a period of up to twelve months would not be possible given the end date of the current contract and the strict requirement of uninterrupted support. Awarding the potential twelve month contract extension to another contractor at the same time the recompetition is in process would result in substantial duplication of cost to the Government that is not expected to be recovered through competition of the extension as well as unacceptable delays in fulfilling NSA/ARC's critical requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 30, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
