- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Measurements International, Inc. of Ogdensburg, NY for a Temperature Controlled Standard Resistor Oil Bath with GPIB and Interconnection Panel for the Quantum Measurement Division (QMD) of the Physical Measurement Laboratory (PML) at NIST, Gaithersburg, Maryland. The Quantum Measurement Division (QMD) provides measurement and data support for a broad range of national needs, conducts metrology research enabling more accurate determination of SI units and fundamental constants, performs basic electrical, mass, force and torque calibrations, distributes its findings widely and effectively, and maintains an active schedule of services, partnerships and collaborations with industry, academe and government. PML applies its measurement capabilities to problems of national significance through collaborations with industry, universities, professional and standards setting organizations, and other agencies of Government. NIST's resistance laboratory of the Quantum Measurement Division currently owns and utilizes Measurement International's automated resistance bridges, 6010B, 6010C, 6010D, and 6000B. The required Temperature Controlled Standard Resistor Oil Bath must be 100 percent compatible with the existing control software of the bridges listed above. The compatibility ensures efficient and successful functionality that will allow NIST QMD to automatically change the set point and measure standard resistors on all systems and automatically collect data to determine temperature coefficients for NIST standards, check standards, and other resistors under test. Measurement Internationals proprietary design and technology is the sole instrument capable of ensuring a successful mission. If another company instrument were used, it would cause a significant delay in the mission of the laboratory, and the existing resistance bridges and software would not be compatible, hindering the mission. The North American Industry Classification System (NAICS) code for this acquisition 334515, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 7, 2012 will be considered by the Government.
