Description
The Department of Commerce, National Institute of Standards and Technology (NIST), Center for Physical Measurement Laboratory (PML) intends to negotiate a Firm Fixed Price Contract, on a sole source basis, under Authority FAR 13.103-1(b)(1), with DRS Sensor and Targeting Systems, Inc. for the reprocessing of an existing Wafer of Infrared blocked impurity band (BIB) detector that is originally manufactured by DRS Sensor and Targeting Systems, Inc of Cypress, CA, under other than full and open competition. The NIST Sensor Science Division is responsible for advancing the measurement science, standards, and applications for sensing optical power, temperature, humidity, pressure, vacuum, flow and related physical phenomena to support U.S industry and trade. The Sensor Science Division project concentrates specifically on infrared optical calibrations at low background temperatures. The Wafer of Infrared Blocked Inpurity Band (BIB) detector to be reprocessed will be used as a standard reference detector for infrared calibrations in the wavelength range from 2 μm to 30 μm. NIST originally purchased five (5) Wafer of Infrared Blocked Inpurity Band (BIB) detectors under from DRS Sensors and Targeting Systems, Inc in 2007. Performance improvement is required on one of the wafers to obtain a very high efficiency infrared detectors (VHEID) to support the mission of the project. The original equipment manufacturer, DRS Sensors and Targeting Systems, Inc. is the sole contractor capable of the reprocessing of the wafer, and is the sole company with the proprietary knowledge to complete the process. It is impossible for another vendor to reprocess the wafer and to provide the performance that is required as an outcome of the reprocessing. Using another vendor would cause significant delays in the mission of the Sensor Science Division, in addition, cost would be significant to the Government to allow another vendor to process similar wafers. The North American Industry Classification System (NAICS) code for this acquisition 333314, with a size standard of 500 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by August 7, 2012 will be considered by the Government.
