Description
The US Army Contracting Command, Redstone anticipates releasing DRAFT Request for Proposal (RFP) W31P4Q-12-R-0015 for the Hydra-70 (2.75 inch) (70mm) Rocket System, which includes manufactured hardware, assembly, test and inspection in accordance with a Government Furnished Technical Data Package (TDP), including but not limited to Unitary and Cargo Warheads, Rockets and Motors. This requirement will be solicited and awarded as a base year with four options; as a Firm-Fixed Price (FFP) contract. This acquisition will be full and open competition, however, limited to the National Technology and Industrial Base (NTIB). The Hydra-70 Rocket System is a family of 2.75-inch unguided rockets employed by approximately 20 different Rotary Wing (RW) and Fixed Wing (FW) aircraft and is used by the U.S. Army, Marines, Navy, Air Force, and Foreign Military Sales (FMS) Customers. The Hydra-70 Rocket System provides close air support to ground forces and is designed for anti-materiel, anti-personnel, and enemy suppression missions. The Hydra-70 Rocket System is needed to fulfill and support critical training and test requirements for the U.S. Army, Sister Services and FMS. The Government anticipates that for Fiscal Year 2014-2018 a single contract will be awarded to the Offeror whose proposal provides the best value to the Government to meet the RFP requirements: -M151 High Explosive (HE) Point Detonating Unitary Warhead (10 lb) -M229 High Explosive Point Detonating Unitary Warhead (17 lb) -M255A1 Flechette - Flechette with Cargo Warhead -M274 Smoke Signature - Target Practice/Training Unitary Warhead -M257 Illumination Flare Warhead -M278 Infrared Flare Warhead -M156 White Phosphorus Warhead -M264 Red Phosphorus Warhead -WTU-1/B Inert Practice Warhead -MK149 Navy Flechette Warhead -M282 Multi-Purpose Penetrator (MPP) Norwegian Blast Fragmentation -MK66 Mod4 Motor -Packaging All industry information received in response to DRAFT RFP W31P4Q-12-R-0015 marked restricted or proprietary will be handled by the Government accordingly. All other non-proprietary or unrestricted questions and answers, including requests for clarification, in response to the DRAFT RFP will be publicly posted and distributed by formal amendments to the DRAFT RFP. Responses to DRAFT RFP W31P4Q-12-R-0015 will not be returned. No award will be made resulting from DRAFT RFP W31P4Q-12-R-0015. In accordance with Federal Acquisition Regulation (FAR) 15.202(e), responses to this draft RFP are not offers and cannot be accepted by the Government to form a binding contract.
