Description

This notice is for Solicitation No. VA-243-12-B-1846 - Project No. 630-08-104, HVAC Phase III at U.S. Department of Veterans Affairs, New York Harbor Healthcare Systems, Manhattan Campus, 423 East 23rd Street, New York, NY 10010. This is a Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, only and all SDVOSB's may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 238220, and has a size standard of $14 Million. The cost estimate range for this project is $1,000,000.00 to $2,000,000.00. BASE BID: GENERAL CONSTUCTION: Contractor shall provide all necessary labor, equipment, materials, etc. for the replacement of the HVAC Equipment/ AC Chiller Leak Detection System: The work scope is fairly well defined herein and on the contract drawings and specifications, and the project will be a lump sum bid with the following work at a minimum required: 1.Replacement of existing AC-9 and AC-10 along with the associated return fans. Minor modification to the existing air distribution system for AC-9. Balancing of the AC units and all associated air outlets. New VFDs for AC-9 and AC-10 supply and return fans. 2.Replacement of the existing VFDs for supply and respective return/ exhaust fans for AC-21, AC-24, AH-10, and AH-13. Balancing of AC/ AH units. 3.Replacement of the existing drain piping for ceiling mounted induction units located on the 3rd floor, South Wing and adjacent QA Area. 4.New Refrigerant Leak Detection System and Alarm for existing Chiller Plant in Building #4 and #5. 5.Replacement of the existing AC unit on Lower Level of existing Elevator Machine Room. New louvers and connection to BMS for control. Replacement of the existing normal power to various existing Mechanical equipment with a new emergency power connection in EMR, Lower Level. Provide and implement the Infection Prevention Measures, Construction Barriers, and Phasing as outlined in General Requirements of the Specification and on contract drawings. All work must be coordinated with Contracting Officer's Representative. All work shall be in accordance with the contract drawings and specifications. All work shall comply with Occupational Safety & Health Administration (OSHA) Regulation, National Fire Protection Association (NFPA) 101 Life Safety and VA Standards and Regulations. All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or about 07/24/2012. The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All bidders shall be registered and certified/verified in: www.ccr.gov, www.orca.bpn.gov, www.vetbiz.gov (contractor must have CVE certification [CVE Logo] at the time of bid opening).
