This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. AMENDMENT 0003: ISSUED TO REPLACE ANNOUNCEMENT IN ITS ENTIRETY We regret to announce that the Persistent Collections (PC) Technology Workshop, originally scheduled for 6-10 August 2012, has been postponed. Current DoD and Navy guidance regarding hosting/attending conferences will not allow for this event to take place as scheduled in August 2012. We fully anticipate re-engaging this effort in the near future. Request for Information: This Request for Information (RFI) is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR), and is not a Request for Proposals (RFP). The Government does not intend to pay for any information furnished pursuant to this RFI. NAVSURFWARCENDIV Crane requests MARKET SURVEY information relative to a Persistent Collections Technical Information Exchange Workshop. Persistent Intelligence, Surveillance and Reconnaissance (P-ISR) is a crucial capability for conducting military, domestic criminal, and disaster relief operations. Persistent Collections is that part of P-ISR that involves sensing and processing, retention, and transmission of real-time data. Based on the input of this RFI and the expertise of select SMEs, technology timelines will be documented at this workshop starting on Monday, August 6th and ending August 10th at the unclassified level at a designation at or near Crane, Indiana. Respond to this RFI by submitting one or more white papers as described below and by indicating your willingness to participate in the workshop. The objective of the project is to produce a strategic plan with key technological elements that will document the technology options for persistent collections technologies between now and 2030. The documented output plan will be a tool for highly effective, affordable persistent collections technologies for the U.S. Military, other government agencies, and their partners. The resulting plan will map the timelines of Persistent Collections Technology born on airborne, land-based, and littoral platforms in support of tactical and operational applications. The major categories for the technology are in the following areas: Persistent IMINT Collectors, Persistent SIGINT Collectors, Persistent MASINT Collectors, Persistent Novel Collectors, Persistent OSINT Collections, Persistent Sensor Webs, and Persistent Network. Items under consideration for documentation in the technology planning process are: Competitive Position Pervasive Competencies Systemic Challenges Technology Timelines Allied (companion, enabling) Technology Timelines Dependencies Drivers Key Enablers/Impacts Technology Gaps Science & Technology Brick Walls Critical Success Factors Futures Insights Information will be technically evaluated by NAVSURFWARCENDIV Crane, other Navy, DoD, and Government organizations, and some academic and industry participants for the purposes of market research and the development of the Persistent Collections Technical Information Exchange Workshop. Respondents to this announcement are asked to indicate their interest in participating in the Persistent Collections Technical Information Exchange Workshop. Each respondent needs to submit their own information and bio. Some respondents from academia and industry may be invited to participate as working group members for this workshop. Invitations for this event will be non transferrable to other individuals without review by the workshop ™s core team. This Technical Information Exchange Workshop will cover a broad range of technologies and focus on the long-range future. Therefore, no marketing and/or sales pitches will be allowed for submission and/or display at the workshops. Participants should be chief engineers/scientists/fellows or other similar senior personnel with an orientation toward the persistent collections technologies expected to be achieved in the next 30 years. GUIDELINES Interested parties shall submit via email a short brief (commonly referred to as a śwhite paper ť) following the format discussed below. The following suggested outline and suggested page count is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the government. Offerors should submit all correspondence (white papers, bio, and comments) electronically to the NAVSURFWARCENDIV Crane Contracting Office point of contact below NLT 1159 PM EDT 30 June 2012. Please insert śN00164-12-S-NB04 “ PC RM ť on all correspondence. Submit a white paper of one page or less in length that briefly discusses an emerging technology that will be a significant difference maker in Persistent Collections at any point between the years 2012 and 2030. If you were to invest in a particular persistent collection technology during the 2012 to 2030 timeframe that would provide significant value to the DOD what would you invest in and why? Also suggest potential DOD applications that could incorporate this technology. Respondents are encouraged to submit papers both on conventional technologies as well as on advanced or novel ones. Respondents may submit separate papers on as many such technologies as they wish. Such technologies do not have to be within the current or planned product line of their employer. Note that the responses to this RFI may be viewed by academic/industry representatives within the working groups. Therefore, do not submit any proprietary or confidential business sensitive information. Respondents who wish to be considered for an invitation to participate in the workshop must submit the following information with their whitepaper via email. 1.A short bio 2.eMail address and phone number 3.Area of expertise in terms of the above technology areas (e.g., Persistent IMINT Collectors) 4.Current role within that technology expertise Invitees will be notified of workshop details. Attendance at the Persistent Collections Technical Information Exchange Workshop is limited to U.S. citizens employed by the U.S. Government, U.S. academic institutions, and U.S. industry. There will be no substitutions permitted for a person invited to the workshop. This Request for Information (RFI) does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP), and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any costs incurred by invited attendees or their employers relating to workshop participation will NOT be reimbursed.
