- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Strategic Sourcing Acquisition Division, intends to negotiate on a sole source basis with Bluefin Data LLC using the procedures in FAR Parts 6 and 13, to procure implementation of Phase II of a pilot program in the U.S. South Atlantic and Gulf of Mexico,that will extend electronic logbook reporting on headboats coastwide, making it permanent in both areas. As an extension of the existing survey and a follow up to the successful the results of the Phase I pilot project, this project will focus on the full implementation of electronic logbook reporting in the southeast region headboat fishery. Bluefin Data LLC holds the licensing and copyright for the computer codes developed for the electraonic logbook in Phase I, and is proprietary software. As the sole developer,Bluefin Data LLC is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 541513 with a business size standard of $25. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. The determination to compete or not complete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Project Title: Pilot Project, Phase II: Survey-Wide Implementation of Electronic Logbooks on Headboats Operating in the U.S. South Atlantic and Gulf of Mexico - Statement of Work Introduction This project is Phase II of a pilot program in the U.S. South Atlantic and Gulf of Mexico, that will extend electronic logbook reporting on headboats coastwide, making it permanent in both areas. As an extension of the existing survey and a follow up to the successful the results of the Phase I pilot project, this project will focus on the full implementation of electronic logbook reporting in the southeast region headboat fishery. Background As fisheries move toward quota-based management systems, the need for timely catch and discard estimates is critical. The headboat sector is a subset of recreational fishing, from which collection of timely and accurate fisheries data is notoriously difficult. This project will initiate procedures to fully implement electronic reporting in the Southeast Region Headboat Survey (SRHS), allowing for timely and accurate reporting of catch, effort, and discards for many species. Project Scope Objective The primary goal of this pilot project is to establish the mechanisms and procedures for electronic reporting for all headboats operating in the U.S. South Atlantic and Gulf of Mexico. Requirements The contracted software developer will support the following activities: 1. Development and implementation of software that is compatible with personal computers and mobile phones, with the capabilities of sending and receiving updates via the Internet. This software will require access to the Internet via web portal or mobile application to enter data. 2. Develop a companion web portal used by SRHS staff to record vessel activity and validate logbook submission. 3. The software template must be compatible with the current version of the headboat logbook and incorporate modifications based on recommendations from Phase I. This includes, but is not limited to, the exact information collected on the paper version of the logbook i.e., fish species (numbers, weights and discards), angler effort and location information. Additional data fields will be added to the logbook based on input from team members. 4. The website will be password protected for confidentiality. Each user will have access to the website with their unique username and password. 5. Support of this software may require site visits to ports of participating vessels at the expense of the contractor. 6. SRHS staff will provide oversight during period of performance. Schedule ID Activity Description Planned Start 1 Task 1 Contractor will meet with SRHS staff to review data elements for inclusion in e-logbook. 06/12 2 Task 2 Contractor will design and initiate electronic logbook reporting system. 06/12 3 Task 3 Deploy electronic logbook to field, contractor and SRHS staff meet with vessel personnel. 12/12 4 Task 4 Weekly processing and storage of electronic data, ongoing activity until project completion (Jan, 2014). 12/12
