- RFQ NMFS AKR-12-0724 for the contractor to provide Stranding Program Data Management and Assistance for the Alaska Marine Mammal Observer Program per the attached statement of work (SOW) in this request for quote. This is a combined synopsis/solicitation for the contractor to provide NOAA National Marine Fisheries, Alaska Region Stranding Program Data Management and Assistance for the Alaska Marine Mammal Observer Program per the attached statement of work (SOW) in the request for quote RFQ NMFS AKR-12-0724 prepared in accordance with the format in FAR Part 13. This is a small business set aside. The North American Industry Classification System (NAICS) Code for this procurement is 541690. The objective of this contract is to provide program data management services to both the Alaska Region Stranding Program and the Alaska Marine Mammal Observer Program. The contractor shall support the NMFS Alaska Region Stranding Program by managing Alaska stranding data for regional and national reporting purposes for 2012 and 2013 (1 October 2012- 30 Sept 2013); preparing outreach materials to support coordination of the stranding program; overseeing gear, supplies and tissue transfers; assisting with necropsies of marine mammal carcasses; and assisting the regional stranding coordinator to carry out the goals of the MMPA to contribute to the successful functioning of the Alaska stranding network, which includes coordination with regional network members and the national Marine Mammal Stranding Health and Response Program. The Contractor shall also provide support to the AMMOP by managing the AMMOP gear inventory database, assisting with physical inventory and gear maintenance/issuance, observer manual preparation, data review protocols and actual data review for quality control, and data records management. NOAA NMFS Alaska Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
