Description
The General Services Administration (GSA), Public Buildings Service (PBS), has a requirement for the design and construction of a new hangar and administrative support facility at the Rafael Hernandez Airport in Aguadilla, Puerto Rico, for the Air and Marine Facilities, U.S. Customs and Border Protection, Department of Homeland Security. The new construction will consist of a 9,597 square foot administration building, a 22,792 square foot maintenance hangar (to accommodate six (6) aircraft), and an open hangar area with fifteen (15) parking spaces. Additionally, the existing facility will be integrated in some systems with the new hangar facility (i.e., fire suppression). The facilities will need to be constructed in a manner in which they can be disassembled and reassembled at a different location, should the need exist. The size of the entire project is 136,000 square feet. The goal of this project is for the design and construction of this facility to meet the certification standards of "Gold" in the Leadership in Energy and Environmental Design (LEED) rating system. The North American Industry Classification System (NAICS) for this acquisition is 236220, Commercial and Institutional Building Construction. The design-build scope of work includes all labor and materials required to provide architectural, engineering, construction, and other related services necessary to design and to construct a hangar facility compliant with all applicable codes. Related services include, but are not limited to, site planning, soil borings, utility relocation, environmental mitigations as defined in the environmental study, permitting, testing, and inspection during construction, commissioning, and potential additional geotechnical analysis of the site. A Phase I environmental assessment in accordance with the National Environmental Policy Act (NEPA) requirements is included in this scope. Project Duration: The total period of performance is twelve (12) months for the design and twelve (12) months for the construction activity, for a total contract period of performance of twenty-four (24) months from issuance of the Notice to Proceed for the design. Payment and performance bonds and insurance must be submitted and accepted by the Government before design can commence, and construction cannot commence until the 100% design documents have been received and accepted by the Government. Project Magnitude: The project is expected to fall within the price range of between $5,000,000 and $10,000,000.   Competition: Restricted. This acquisition is set aside 100% for small business. The small business size standard associated with NAICS 236220 is $33.5 million (effective August 22, 2008), which means that a company, including its affiliates, would be considered a "small business" if their average annual gross receipts do not exceed $33.5 million for the past three years. If a company has not been in business for three years, the average weekly revenue for the number of weeks the company has been in business is multiplied by 52 to determine the average annual receipts. Procurement Strategy: The design-build contractor will be selected using the Best Value source selection method in a single phase. One competitive Request for Proposals (RFP) will be issued. The RFP will outline the evaluation factors developed in accordance with FAR 15.304 that will serve as the basis for the determination of the Offeror which provides the best value to the Government. For this acquisition, technical will be as equally important as price. The Government reserves the right to make an award based upon initial offers without discussions. Offerors will be required to address five evaluation factors: (1) the ability to obtain bonding of up to at least $7.5 million (Go/No Go); (2) demonstrated past experience on design-build projects of similar size, scope, and complexity (30%); (3) past performance on projects of similar size, scope, and complexity (10%); (4) qualifications of key personnel (30%); and (5) capacity to accomplish the work (30%). All responsible sources may submit a proposal which shall be considered. Contractors must either be located in Puerto Rico or demonstrate the ability to perform design and construction services in Puerto Rico at a fair and reasonable price. A Request for Proposal will be issued on or about August 17, 2012. Contract award is anticipated to be made on or about December 3, 2012. A site visit and a Pre-Proposal Conference will be held in Aguadilla, Puerto Rico. The date, time, and location of the conference will be included in the RFP. Annual Representations and Certifications: To be considered for this acquisition, all Offerors must file their Representations and Certifications online at: http://orca/bpn.gov. In accordance with FAR 4.1102, prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. CCR registration is available online at the following Internet web address: www.ccr.gov. A firm-fixed-price contract will be issued as a result of this solicitation. A single award will be made to the Offeror whose proposal offers the best value to the Government. Please Note: This pre-solicitation notice is not a request for price or technical proposals.
