- Question #1: The offer is due at 11:59 on 7/25. Is electronic submission permissible? Answer # 1: Proposals shall be submitted via email to Contract Specialist Jessica Adamitis at Jessica.Adamitis@va.gov. Question #2: Amendment 1 changes the Fiber Run FHCC PWS paragraph 5.3 from Category 3 electrical specifications to Category 6 electrical specifications. However, cable manufacturers don't make category 6 multi-pair backbone/riser cables and the highest pair count cable that is manufactured in category 5e is 25 pair. Can we match the existing category 3, analog voice backbone/riser cables for this installation where new 100 pair and 200 pair cables are required for voice service? If not, please clarify the requirement for category 6, voice backbone/riser cables. Answer # 2: Amendment 0003 will be issued to revise the SOW to require category 3 cable. Question #3: In the SOW 5.4.3, 4th paragraph, it states that IDF closets require the removal and replacement of current plywood board material with new durable ¾ inch high-grade, fire-retardant plywood for safely securing telecom components where existing pair 110 blocks are co-located. Please clarify that the contractor and the telephony and IT staff can make a decision for each IDF closet as to whether the plywood needs to be replaced. Answer #3: Vendor assessment/discretion is permitted; however, work has to be performed in accordance with the telecom BICSI. VA will inspect/accept work using the BICSI standards. Question #4: Is directional boring apart of the SOW? Answer #4: The SOW does not prescribe the process for running the fiber cable, just that the fiber cable shall be run from point A to point B. VA recognizes that directional boring is one way to run fiber cable and that other mechanisms may also be employed.
