- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO) intends negotiate on a sole source basis with following U.S. owned, small business: International Met Systems, Inc. 3854 Broadmoore SE, Suite 107 Grand Rapids, MI 49512-4035 DUNS: 179332341 The purpose of this requirement is to acquire parts and maintenance services to repair the IMET-1500C Radiotheodolite System which is manufactured by International Met Systems (DBA InterMet Systems). The IMET-1500C system is located in San Andres, Columbia and comprises the Cooperative Hurricane Upper Air Station (CHUAS) in the Caribbean. The system sustained catastrophic failure during a recent storm and immediate repair is needed to resume operations. No spare parts remain in the Agency's inventory. The IMET-1500C Radiotheodolite System is unique to InterMet and no other manufacturer or supplier is known to fulfill this requirement. This action is being processed under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1). Posting of this Special Notice is in accordance with FAR 5.102(a)(6). The intended award will follow policies and procedures set forth in FAR Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code for this acquisition is 334519 - Other Measuring and Controlling Device Manufacturing, and the small business size standard is 500 employees. Based on market research, NOAA has not identified any other sources that can supply the required parts and maintenance services to repair the IMET-1500C Radiotheodolite System. If NOAA identifies no other capable sources by August 1, 2012, NOAA intends to issue a firm-fixed price purchase order on or about August 2, 2012 to International Met Systems, Inc. This is not a request for competitive quotations or proposals. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Any information received in response to this notice will be considered for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they can meet the Agency's requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, the response must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response shall contain sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. Submit written responses by August 1, 2012 via email to Temujene.H.Makua@noaa.gov.
