Description
The NASA, John C. Stennis Space Center was selected as the test site for the construction of a new A-3 Altitude Test Facility (A3).The new test facility will provide an altitude propulsion test capability which will enable programs to validate the performance of engines at altitude. The A3 will be constructed for long term altitude rocket propulsion testing at SSC. While the construction of the A-3 Altitude Facility has and continues to involve a significant number of individual procurement actions, this notice is solely focused on a CSG O2 Reduction effort. SSC is interested in obtaining reviews, comments, and manufacturing best practices from the manufacturing/fabrication industry. SSC is considering procurement of these items, and desires technical guidance to refine. As such, this RFI is to request industry feedback on drawings relative to the subject effort regarding the procurement, proposal response time, fabrication, handling, delivery schedule/lead time, packaging for shipment, and final delivery to SSC for the following items. Supply of 27 each CSG Combustion Chamber Turbulator Liner Assemblies in accordance with the following attached drawings: 95116-M-001 95116-M-002 95116-M-003 95116-M-004 95116-M-005 95116-M-006 95116-M-007 95116-M-008 90937-M-010 (Ref.) 90937-M-011 (Ref.) 90937-M-012 (Ref.) Supply of 27 each CSG Modified Main Stage Injector Assemblies in accordance with the following attached drawings: SK-M-015 90937-M-016 SK-M-017 SK-M-018 90937-M-019 The Government estimates a total period of performance or lead-time for delivery for both assemblies would not exceed twenty-six (26) weeks after receipt of order (ARO) and desires feedback regarding this delivery schedule. Also, SSC is particularly interested in industries input regarding: a. Suppliers capabilities for producing hardware as described. b. Suppliers suggestions for meeting the delivery schedule. c. Suppliers capability to begin delivery of modified head and combustor can assemblies by the start of the 4th month. d. Suppliers questions regarding the requirements. This synopsis should not be construed as a formal request for proposals but, rather a RFI requesting information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government to make a purchase, nor will the Government pay for the information solicited. The information gathered from this RFI will be used for market research analysis and to plan future procurements. NASA desires that those companies expressing an interest in the aforementioned synopsis provide a written Statement of Capability (SOC) that addresses high-level alternatives; general, market-based approaches; experience in this area; knowledge of the work involved; professional and manufacturing resources; and responses to the specific information requested.The SOC shall not include any confidential business or financial information relating to specific companies. All prospective companies are reminded to direct their written electronic correspondence to the attention of: Carol Burnside at carol.a.burnside@nasa.gov. Those prospective companies shall have their electronic SOC submitted and received at Stennis Space Center no later than August 3, 2012 at 3: pm local time (CST). Faxed correspondence and telephone correspondence will not be accepted.
