- This is Exhibit J.2 (USHMM Technical Background) This is the full solicitation document. The Collaboration & Complicity (C&C) initiative is a five-year strategy encompassing the C&C Website and a major new exhibition in Washington, DC, as well as materials and potentially special training for educators and professions who safeguard society (e.g., judges, law enforcement officers, and others). The Holocaust is, at its core, a story of betrayals both professional and personal: of government officials betraying the rights of their citizens, of teachers betraying the trust of their students, of doctors betraying their responsibility to heal patients, and of neighbors betraying neighbors. The behavior of ordinary people was essential to the success of the Nazis' genocidal plans. What influenced the decisions of friends, neighbors, colleagues, and acquaintances of Jews, when faced with the choice of whether to comply with the Nazis? What pressures were the strongest? Fear? Indifference? Peer pressure? Career ambition? Social standing? Antisemitism? Through this Request for Proposal, USHMM intends as its primary goal to procure creation, development, implementation, and launch of an impressive, one-off, independent, and self-contained historical online exhibition about collaboration and complicity in the Holocaust that also provides a means for USHMM to append, update, and modify thematically-related material and links and act as the primary vehicle for other exhibit-related content. Special attention in designing the C&C Website should be paid to the different modes of visitor interaction with websites versus gallery exhibitions.
