REQUEST FOR INFORMATION F/A-18A-F & EA-18G CONSUMABLES ACQUISITION REQUIREMENT CAUTION: This is a follow-up to a potential sources sought posted on 13 April 2012. This market survey is being conducted to identify potential sources that possess the expertise, capabilities and experience to meet the requirements for providing third party logistics services in support of forecasting, sourcing, acquiring, managing inventory and ensuring delivery of a wide range of consumable items for the F/A-18A-F and EA-18G aircraft. The strategy has been developed in an effort to obtain leverage for buys, improve material availability and reduce/eliminate backorders. Contractors responding to this market research are placed on notice that participation in this survey shall not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey or the Industry Day. All information provided by interested parties in response to the survey questions, will be treated as proprietary, protecting each company ™s interests. INSTRUCTIONS: 1. Below is a description of the requirements and a Contractor Capability Survey, which allows you to provide your company's capability. 2. If after reviewing this RFI, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately understand the industries capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement. Please note failure to provide the requested information at this time will not eliminate you from further consideration. 3. Industry Day will be held 14-15 August 2012 at the Frank B. Lotts Conference Center, Building 31 (Day 1) and Building 32 Bay M Conference Room (Day 2) located at the DLA Aviation Facility in Richmond, VA (8000 Jefferson Davis Hwy, Richmond VA 23297-5100). The intent of the DLA Aviation F/A-18 Consumables Industry Days (see attached flyer) is to provide interested industry partners a description of the requirements, performance metrics, data breakouts and potential acquisition strategies. The Government will provide these briefings and an opportunity to answer questions in an open environment on 14 August 2012 from 0815 - 1700. The following day will provide interested parties the opportunity to participate in private one-on-one sessions to be scheduled 0800-1700. Individual sessions will be limited to 45 minutes and should be scheduled through the POC provided below. The purpose of the individual sessions is to allow interested parties the opportunity to ask questions related to issues that might be competition sensitive. All answers provided to questions asked during the open session will be published on FedBizOpps. 4. Due to space limitations, attendance at the Industry Day will be limited to no more than three (3) representatives per contractor. Any company that wishes to attend the Industry Day Conference must convey its interest, along with the following for the individuals attending: first, middle and last names; date of birth, social security number, business phone number, email address, company name, and company address represented to the below POC by 1600 on 3 August 2012. PURPOSE/DESCRIPTION The contractors providing this service shall forecast, source, acquire, manage contractor owned inventory and ensure delivery of a broad range of consumables items supporting the F/A-18A-F and EA-18G model aircraft. The total scope of work encompasses approximately 11,512 national stock numbers (NSNs), from a subset of 135 federal stock classes (FSCs), however there is currently demand on 3,917 NSNs in 110 FSCs (See attached). The top five required items are: NIINDescriptionFSC 015404180Ejector, Jet4320 015655044Windshield Panel, AI1560 015143539Pitot-static tube6610 014636946Retainer, oil seal5330 015583566Cover, Electronic5895 The contractor awarded the contract are not precluded from also providing manufacturing capability. This effort shall include, but is not limited to the following: Managing vendors to ensure they meet performance and quality requirements Managing vendors to ensure on time delivery Evaluating adequacy of data/drawings as they relate to sourcing the items Electronic ordering and tracking of items A single award, Performance Base Logistics or other contract strategy is contemplated with a three year basic period of performance plus a two year option period totaling a potential period of performance of five years. The total estimated value of the contract is $375M. Part II. Describe briefly the capabilities of your facility and the nature of the procurement services you provide. Include a description of your staff composition and management structure. 2. Describe your company's past experience on previous programs similar in scope and complexity to this requirement. Focus on capabilities and experience in organizing and executing material sourcing, acquisition of material, asset visibility and delivery tracking. B. Administrative and General Management Questions: 1. Describe your capability and experiences in general and administrative management in areas such as financial planning and budgeting, asset management, records management, office planning, strategic and organizational planning, market research, vendor selection and business process improvement. 2. Describe your experience, processes, and any permissions in procuring materials through government sources of supply. 3. Describe your Electronic Data Exchange (EDE) system would use for a requirement of this scope. C. Process, Physical Distribution and Logistics Questions: Describe your capabilities and experience in providing operating assistance, prime or subcontracted support for activities such as: a. Operations improvement b. Productivity improvement c. Planning and control d. Vendor quality assurance and quality control e. Vendor management and asset visibility D. Procurement Services Questions: 1. Specifically describe your capabilities and experience in providing services to source, acquire and ensure delivery of hardware/equipment. 2.
