Description
This notice is a Sources Sought, and is not a request for competitive proposals, quotations or an invitation for bid. Response is voluntary and the Government assumes no liability to reimburse contractors for either the effort or the associated costs to respond, or for any information provided. These costs remain solely the responsibility of the responding vendor. Information provided will be used solely for acquisition planning and market research purposes in determining the competitive atmosphere for this requirement. At this time proprietary information is not being requested, and respondents shall refrain from providing proprietary data when responding to this sources sought . Please be advised that all submissions become Government property and will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor these sites for additional information pertaining to this sources sought. NAVSUP Fleet Logistics Center San Diego is seeking sources that could supply a Grade 316 Stainless Steel Chemical Stripping Tank that is designed to hold a 10 L x 6 W x 4 H Grade 304 Stainless Steel basket for stripping paint and powder coating from aluminum and steel parts. The system will be installed outdoors and must be completely weather proof and meet all state, local, and Southwest Regional Maintenance Center (SWRMC) codes and regulations. The tank system shall have (at a minimum) the following specifications: Must meet freeboard requirements for San Diego, CA/California regulations (refer to IV-7-Rule 67.6.1) Include a dip tank with work rest The top of the tank shall be flanged and raised to form a full perimeter drip lip to minimize spillage onto exterior walls The cover shall be dual cylinder (or equivalent) and be able to automatically open and close with an emergency stop feature Pitched bottom to 2 drain for sludge removal Uses natural gas heat This should be standard but maybe worded differently tank equipped with indicator that displays when stripping solution is low Seven (7) day timer High performance turbulation system with sealless pump Two (2) separate baskets with lifting lugs (delivered with tank) Digital temperature controller Waterproof electrical panels One (1) hard plumbed eye wash center to conform with ANSI/I SEA Z358.1-2009 standard covering emergency eyewash and shower equipment Overhead hoist for lowering and removing the basket with the capacity of 2,000 lbs (plus basket) which must be met in accordance with the following guidance: "Naval Facilities Engineering Command Navy Crane Center, Management of Weight Handling Equipment, P-307." Stainless steel cover shall be included and must be designed to prevent rain water from entering the tank when closed. It needs to be rear hinged, insulated, and have a splash guard design. A pneumatic lifting system shall be employed for opening and closing the cover. All components will be NFPA/JIC standard and include an emergency stop and freeze circuit. Solution injectors will be directed along the bottom of the work zone producing direct solution turbulence. The gas heating system shall use a stainless steel immersion coil and an atmospheric burner. The stripping solution shall have an operating temperature up to 180 F. A pre-heat timer and process timer need to be included. Heater tube shall be installed in such a manner that sludge buildup will not affect it. The Contractor will be required to deliver and install the chemical stripping tank system, conduct testing, and train personnel on how to use the system. The purpose of this sources sought is to gain knowledge of potential qualified sources and their size classifications (Hubzone, 8(a), Small, Small disadvantage, large business, etc) relative to the NAICS code referenced below. The contract is anticipated to be a Firm Fixed-Price (FFP) contract. The North American Industry Classification System (NAICS) Code is 332420 and the Small Business Size Standard 500 employees.
