Description
Requirements Document This is a combined synopsis/solicitation for commercial item prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; proposals are being requested and a paper solicitation will not be issued. The combined synopsis/solicitation number is MCC-12-RFP-0018 and is issued as a request for Proposals (RFP), with incorporated provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-58 effective May 18, 2012. A firm fixed price contract is anticipated. The period of performance is one year with options for four additional years. This requirement is being synopsized under the North American Industry Classification System code 512191 - Teleproduction and Other Postproduction Services, and the size standard is $29.5M. 1.0 Introduction and Background The Millennium Challenge Corporation (MCC) is an innovative and independent U.S. foreign assistance agency that is helping lead the fight against global poverty. Created by the U.S. Congress in 2004 with strong bipartisan support, MCC is changing the conversation on how best to deliver smart U.S. foreign assistance by focusing on good policies, country ownership and results. MCC forms partnerships with some of the world's poorest countries, but only those committed to good governance, economic freedom and investments in their citizens. MCC provides these well-performing countries with compact grants to fund country-led solutions for reducing poverty through sustainable economic growth. MCC grants are designed to complement other U.S. and international development programs, as well as create an enabling environment for private sector investment. 2.0 Requirement MCC has a requirement for video production and webcast services at the MCC Headquarters in Washington, DC, or at other locations within the Washington, DC metro area, with occasional services required outside of Washington, DC. This will be an Indefinite Delivery/Indefinite Quantity contract with fixed price task orders issued for the individual tasks. The period of performance shall be for one base year and four option periods of one year each, for a total contract period, including all option periods, of five years. The North American Industry Classification System (NAICS) code is 512191 - Teleproduction and Other Postproduction Services.
