- Statement of Work Justification for Other than Full and Open Competition NOTICE OF INTENT TO SOLE SOURCE TO JEOL USA, INC. The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Jeol USA, Inc, Peabody, MA under the authority of FAR 13.106-1(b) Soliciting From a Single Source, a Maintenance and repair contract on their Transmission Electron Microscope (TEM) and Scanning Electron Microscope (SEM) with the following deliverables: -Minimum of one planned preventive maintenance inspection per contract period, following instrument manufacturer's preventive maintenance checklist. -All non-consumable parts, labor, and travel costs are included. -Unlimited emergency repair service as required during business hours (8:00 AM - 5:00 PM Monday - Friday, excluding holidays). Replacement parts must be obtained from the instrument manufacturer parts department to ensure compatibility and maximum instrument performance. -All manufacturer's operating software upgrades that are made available during the agreement period. -Specially-trained personnel who are qualified service engineers for the JEOL 2000FX TEM and JEOL 6100 SEM, who can promptly acquire OEM replacement parts, access vendor-proprietary engineering drawings/specifications, and obtain additional expert assistance as necessary to complete service. -Service technician must be certified by the OEM for the JEOL 2000FX TEM and JEOL 6100 SEM. See attached Statement of Work and Justification for Other than Full and Open Competition for additional information. Based on market research, NIST has not identified any other sources that can provide the required service. If NIST identifies no other capable sources by July 30, 2012, NIST will issue a firm-fixed price purchase order on or about July 31, 2012 to JEOL USA, INC. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 811219 - Other Electronic and Precision Equipment Repair and Maintenance, and the small business size standard is $19,000,000. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to christine.rogge@nist.gov.
