- PRE-SOLICITATION NOTICE Description: The Department of Veterans Affairs, Program Contracting Activity Central (PCAC), 6150 Oak Tree Blvd, Suite 300, Independence, Ohio, 44131 anticipates soliciting offers and subsequently awarding a contract for the construction services necessary for selected energy conservation measures. The contractor shall furnish all supervision, labor, tools, materials, supplies, and travel, to perform work under this project. The work shall include but not be limited to: 1.Cooling Tower Pump VFD Upgrades 2.Energy Controls Center Improvements & Energy Optimization 3.Lighting Upgrades 4.Install Air Compressor Ventilation/Exhaust 5.Steam Fired Domestic Water Heaters 6.Install Vending Machine Energy Miser The work performed will be at the Cleveland VA Medical Center, Wade Park Division, 10701 East Boulevard, Cleveland, OH 44106. The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The IFB will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). The applicable NAICS code is 236220 with a size standard of $33.5 million. The IFB will be issued on or about August 8, 2012 and proposals will be due on September 5, 2012 at 4:00PM (EDT), at 6150 Oak Tree Blvd, Suite 300, Independence, Ohio, 44131. The Government intends to award a firm-fixed-price contract. The period of performance shall be 540 days from the Notice to Proceed issue date. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $5,000,000.00 and $10,000,000.00. The point of contact is Valentino Rosas who can be reached by email at Valentino.Rosas@va.gov. PCAC reserves the right to use only FBO, via the internet, to provide notification of any amendments to this IFB.
