- This is a Request for Information (RFI). The Technology Applications Office has a requirement for handheld Intelligence, Surveillance, and Reconnaissance (ISR) Transceiver equipment for receiving and sending motion imagery, video, audio, and networked data. This device will be used as one component within a system of systems for sharing critical, real time information of the battlefield with tactical users. Systems are currently fielded to transmit ISR data from manned and unmanned aircraft while compatible systems are near fielding that will receive said data on surface platforms (e.g. armored vehicles, tactical vehicles, and boats). The Handheld ISR Transceiver will objectively be used by dismounted operators who require the same data, but in a much smaller, lighter package. The required item shall be a complete system that is capable of receiving, transmitting, or both receiving and transmitting ISR data and shall include the radio and any required ancillary items such as filters, low noise amplifiers, and antennas. At a minimum, the ancillary equipment shall support receiving data in S-band and C-band along with transmitting in S-band. Handheld ISR transceiver performance characteristics are as follows: 1) Size: Threshold: Fits in a handheld radio pouch; Objective: less than 3" x 10" x 2.5" in each dimension. 2) Weight: Threshold: less than 5 lbs with battery; Objective: less than 2.5 lbs with battery. 3) Boot-up: Threshold: less than 90 seconds (Power on command to receiving data); Objective: less than 30 seconds (Power on command to receiving data). 4) Power - Battery Type: Threshold: Shall accept Harris (PRC-152) or Thales (PRC-148) battery; Objective = Threshold. 5) Power - Battery Life: Threshold: 8 hours continuous operation in receive-only mode; Objective: 16 hours continuous operation in receive-only mode with sleep mode that allows rapid restoration to full functionality upon restore. 6) Range - Receive: Threshold: greater than 30 nautical miles from JTCITS Aircraft; Objective: greater than 60 nautical miles from JTCITS Aircraft. 7) Range - Transmit: Threshold: greater than 20 nautical miles to JTCITS Aircraft; Objective: greater than 30 nautical miles to JTCITS Aircraft. 8) Bands: Threshold: L-band: 1625-1850MHz; S-band: 2200-2500MHz; C-band: 4400-4940MHz; 5350-5850MHz; Ku-band: 14400-14830MHz; 15150-15350MHz; Objective: UHF: 400-470 MHz. 9) Waveforms: Threshold: STD-CDL rev. G, BE-CDL rev. B, Analog; Objective: DDL, 466ER, VORTEX Native Waveform, Tactical (1.6, 3.2, and 6.4). 10) Input/Output - Data: Threshold: IEEE 802.1, IEEE 802.2, IEEE 802.3, Follow standard internet RFCs, and compatible with VORTEX implementation of IP schema; Objective: RS-232 output of aircraft position in NMEA (GGA and RMC sentence type) and control external antennas using L-3 Communications SLUF Bus interface. 11) Input/Output - Audio: Threshold: MIL STD 188-181, 188-220 with external control of a Ramon Research PAUK-20B; Objective = Threshold. 12) Input/Output - Video: Threshold: output standard definition video to RS-170/NTSC format; Objective: output standard and high definition to RS-170 format. 13) User Interface - Front Panel: shall be configurable via front panel keys; shall have a web-accessible graphical user interfere; shall display serial number of KGV-135A chip and transceiver on web GUI; shall have a user-definable multicast port on which user software can command and control and query the device; shall have dimmable lights, indicators, and display down to zero emission; must be operable by user wearing MOPP-4 gear; Objective: provide battery level indicator in addition to all Threshold characteristics. 14) Ruggedization: Threshold: shall meet MIL STD 810G standards, shall meet MIL STD 461E, and shall maintain full mission capability while stowed in handheld radio pouch; Objective = Threshold. 15) Safety: Threshold: shall comply with Hazard of Electromagnetic Radiation to Fuels (HERF) Hazards of Electromagnetic Radiation to Personnel (HERP) and Hazards of Electromagnetic Radiation to Ordnance (HERO) guidelines as established in MIL-STD-464, NAVSEAINST 8020.7 (series) and NAVSEA OP 3565 and shall be comfortable to hold with bare hand during all modes of operation; Objective = Threshold. 16) Encryption/Security: Threshold: shall operate with KGV-135A, shall have bypass function to disable KGV-135A, shall be compatible with commercial AES-256 implementation as defined by NSA, and shall conform to NSA TEMPEST guidelines; Objective = Threshold. 17) GPS: Threshold: External DAGR compatible; Objective: Internal SAASM GPS receiver. 18) Profiles: Threshold: shall have ability save configuration profiles and shall have ability to clone configuration profiles; Objective = Threshold. 19) Fault Diagnosis: Threshold: Shall include built in test function; Objective = Threshold. 20) Reliability - Operational Availability: Threshold = 95%; Objective = 99%. 21) Reliability - MTBOMF: Threshold = 1000 hours; Objective = 2000 hours. 22) Reliability - MLDT: Threshold = 72 hours; Objective = 48 hours. 23) Reliability - MCMTOMF(Software): Threshold = 30 minutes; Objective = 15 minutes. 24) Reliability - MCMTOMF(Hardware): Threshold = 45 minutes; Objective = 15 minutes. 25) DoD Networking: Threshold: shall comply with DoD networking requirements; Objective = Threshold. 26) Sustainability: Threshold: item design shall support less than 90 days repair turnaround time from vendor receipt and shall allow user to update firmware/software; Objective = Threshold.
