Description
Course Description. Vendor to fill out. (i) This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. (ii) Solicitation number HSCG40-12-Q-32001 applies and is issued as a Request for Quote. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, effective 18 May 2012. (iv) This procurement is unrestricted (full and open competition). The associated North American Industrial Classification System (NAICS) code for this requirement is 611210 with a small business size standard of $7.0 Million. The U.S. Coast Guard Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Contract. (v) The USCG Surface Forces Logistics Center has a requirement for the following academic and technical courses. Place of Performance: Facility (campus) shall be within a 45 mile radius of the U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD 21226. On campus courses are required. FAR 52.212-1 Instructions to Offerors-Commercial Items (Feb 2012). Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's complete mailing and remittance addresses, 2) discounts for prompt payment if applicable 3) cage code, 4) Dun & Bradstreet number, 5) Taxpayer ID number 6) Price and delivery information, 7) Provide one (1) relevant past performance reference including name of contractor, point of contact and telephone number, (8) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. (ix) FAR 52.212-2 Evaluation-Commercial Items (Jan 1999). - The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: Technical Capability, Price, and Past Performance. Technical Capability is more important than price or past performance. The Government reserves the right to do trade-offs. Award may be made to other than the lowest price. Award will be a best value decision. The Government intends to award on an all or none basis to a responsible offeror whose offer conforms to the solicitation, and provides the Government with the best value. The evaluation and award procedures in FAR 13.106 apply. Technical Capability is defined by the subfactors identified below. Offerors shall provide sufficient information in their quotation for evaluation of these subfactors as they will be used as evaluation factors for award: 1. The educational institution/offeror must be accredited by an accrediting agency recognized by the US Department of Education. 2. All instructors, instructional supplies, materials and related activities required for the course must be provided by the offeror. 2. Provide and handle all student evaluations and related activities. 3. Proposed facility capable of handling the number of students per class, including classroom space for all classes, to include tables, chairs, and adequate climate control. Contract Type and Contract Financing: The U.S. Coast Guard, Surface Forces Logistics Center intends to award a Firm Fixed Price Contract. Payment will be based upon the completion of each CLIN; contract financing will not be considered. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. (e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
