- This is a combined synopsis/solicitation for commercial items from Yosemite National Park (the Park) for temporary water transportation within the Park. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation number is P12PS60341and is issued as a Request for Quotes (RFQ). No further notice will be posted on Fedbizopps and hard copies will not be mailed. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-58. Award will be based on the low price and past performance showing technical capability. Please submit 3 references of similar work. Yosemite National Park intends to award a firm fixed price Blanket Purchase Agreement Award to one vendor. 'Calls' will be issued by Park employees to be determined upon award, when water transportation is needed. Performance will start approximately end of August 2012 and may last through November 2012, but is governed by the weather. It is possible that water transportation services will not be needed. This is a total small business set aside with NAICs code 484220. Vendor must do business under this NAICS code to be considered for award. The small business size standard is $25.5 Million. Vendor must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov and in the On-line Representations & Certifications Application (ORCA) www.orca.bpn.gov to receive an award. Yosemite National Park has instituted water conservation methods due to a drop in the water level of rivers within the Park. It is anticipated that the water level will continue to drop and water will have to be moved from designated areas to storage tanks at the Wawona and Tuolumne water treatment facilities. Following are the requirements for both locations. The Wawona Water Treatment Facility is located in the Wawona District of Yosemite National Park. The Tuolumne Meadows Water Treatment Facility is located in the Tuolumne Meadows District of the Park. The water plant is a National Park Service (NPS) owned facility and permitted to produce domestic water by the California Department of Health. Current trends indicate a water shortage by August 1st. The demand, as compiled from hydraulic modeling, will exceed the allowable diversion at a river flow of 10%. The park's plan mandates water collection system to be supplemented at scaled amounts as river flows drop. When the river flow falls below 1 cubic foot per second (cfs) water collection system will be supplemented. The Wawona water distribution system consists of four tanks storing 1,175,000 gallons of water. One half of this storage is for domestic use for the community of Wawona. The other half is required to be held for fire suppression. The water collection system located on the South Fork of the Merced River includes a submerged river intake screen and approximately two and a half miles of raw water transport line ranging in size from four inches to ten inches. The South Fork of the Merced River is the only source of water for the community of Wawona. There are no provisions to supplement river diversions to the water collection system other than water trucks transporting from Yosemite Valley or South Entrance for the community of Wawona. Wawona's average daily use is 135,000 gallons, it's expected that up to half of that (67,000 gallons) may have to be hauled under the worst case prediction. The water distribution system at Tuolumne Meadows consists of one storage tank of 100,000 gallons of water. This storage is for domestic use in Tuolumne Meadows. The water collection system located on the Dana Fork of the Tuolumne River includes a water impound and intake structure. The Tuolumne River is the only source of water with-in Tuolumne Meadows. There are no provisions to supplement reduced river diversions to the water collection system other than water trucks transporting from the main stem of the Tuolumne River at the Hwy 120 Bridge. Tuolumne's average daily use is 60,000 gallons. It's expected that up to half of that (30,000 gallons) may have to be hauled under the worst case prediction. Contractor shall supply potable water transporation equipment, labor, fuel, and supervision to transport water from Park identified water sources to the Wawona Water Treatment Facility and Tuolumne Water Treatment Facility. Water for Wawona will be transported from Yosemite Valley (approximately 25 miles) or from South Entrance (approximately 5 miles) depending on operating conditions of the day, to be determined by the Utilities District Supervisor. Water for Tuolumne will be transported from the Hwy 120 Bridge located on the main stem of the Tuolumne River (approximately 2 miles). Water shall be pumped into raw water collection systems and temporary storage tanks (provided by others) near the water treatment plants from water tanker trucks. Contractor shall monitor and supply water as demand requires to a series temporary tanks. Hauling shall occur between 8 pm and 8 am (night time hours) to avoid traffic and limit disruption to visitors and residents. Scope of Work: -Contractor shall consult California Department of Health for compliance. -Contractor shall supply and install all required equipment, operators of equipment and maintenance of equipment to maintain consistent supply of water to temporary water tank(s) supplied by others. -All contractor supplied equipment and trailers shall be approved for potable water use, NSF 61 Standard -All contractor supplied equipment and trailers shall be disinfected per AWWA standards prior to use. -Contractor shall pick up and deliver water to locations determined by the National Park Service. -Contractor shall supply all associated equipment and pipe line to pump water from truck to a Park supplied appurtenance installed on the raw water line that delivers water to water plant. -Contractor shall supply water tanker trucks, licensed and insured truck operators, fuel and maintenance. -Contractor shall load water from the main stem of the Tuolumne River for Tuolumne and Yosemite Valley or South Entrance for Wawona. -Contractor shall supply record of water delivered, in gallons, to each site for each work shift in a daily log. -Contractor shall supply a single point of contact for the purpose of orders for the following shift -Contractor shall supply pump of proper size to deliver water from the Tuolumne River to the transport trucks and associated equipment and piping. -Contractor shall refuel and maintain pump(s) as needed. -Contractor shall have available back-up pump(s) with-in two hour drive if replacement is needed. -Contractor shall provide pump and spare back up pump for discharging tanker trucks into temporary storage tanks. Pricing: Per gallon to Wawona $_____________ Per gallon to Tuolumne Meadows $___________ Delivery: Water will be delivered on an 'as needed' basis. Tanker trucks shall be in operation from 8:00 PM to 8:00 AM to avoid traffic and limit disruption to visitors and residents. Contractor shall deliver volume of water needed to meet demands of the community. Although the contractor is responsible to maintain adequate storage to meet the demand, the NPS will assist in predicting the volume needed for the following day. Details to be finalized upon award.
