Description
Woodstock Job Corps Center On-site services Adams and Associates, Inc., contracting for the Department of Labor, for the operation of the Woodstock Job Corps Center, a 505-student residential training facility located at 10900 Old Court Road, Woodstock, Maryland 21163. We are currently soliciting request for written quotes for the following on-site Service. Exterior doors/frames for Buildings #1,#7 and #8 Deficiencies #71532,#71735,#71737 and #88479. Scope of Work WOODSTOCK JOB CORPS CENTER Exterior doors/frames for Buildings #1,#7 and #8 Deficiencies #71532, #71735,#71737, and #88479 Table of Contents I. Proposal Requirements II. Proposal Requirements Project: Owner: US Department of Labor (DOL) Employment and Training Administration Center Operator : Adams and Associates, Inc Mailing address Woodstock Job Corps Center at 10900 Old Court Rd, Woodstock MD 21163 Proposal Due Date: 1 week after site visit Evaluation Criteria: Cost Schedule Evaluation of adequacy of system proposed Financial strength of contractor to replace equipment if it does not meet specification Payment: The Center will make payment within 30 days of completion and acceptance of the project. Site Visit Date: a) Contractor shall visit the site and familiarize himself with the condition under which the work will be performed. No allowance will be made for any error on the contractors part for failure to take into account any conditions or circumstance existing at the site which might affect the contemplate work. The fact that a bid is submitted will be taken as evidence that the contractor has full knowledge of the extent and character of the contemplate work and any problem to be encountered in the performing same. II. Project Description Scope of Project: Deficiency # 71532. Five exterior doors/frames in Building #1 at the following locations need to be replaced: The North end of the fourth floor East wing. The North end of the third floor West wing. The North and South ends of the second floor East wing. The North end of the first floor East wing. Deficiency # 71735. One exterior door/frame in Building #7 at the following location: The Northeast corner of the building. Deficiencies #71737/#88479. Three exterior doors in Building #8 at the following locations: The North exterior door of the facility Maintenance shop Door at the welding lockers/tool room. Door at the Facility Maintenance storage area. III Specific Requirements: •A. Building #1: 1. Replace five exterior doors and frames with new insulated hollow metal doors and hollow metal frames with welded mitered corners. 2. Install new latching hardware and closers. 3. Install weather stripping and door bottoms. 4. These frames are in masonry walls. 5. Finish doors and frames with one coat rust inhibiting primer. 6. Finish with two coats of paint. B. Building #7: 1. Remove the door and frame. 2. Install new hollow metal frame. 3. Install insulated 3'x7' hollow metal door with hardware. 4. Finish door with one coat rust inhibiting primer. 5. Finish with two coats of paint. C. Building #8: 1. Provide three new 3'x7' doors and matching metal frames. A. Door at Facil. Maint. is currently undersized. i. Opening needs to be increased. ii. Provide new lintel to support new opening. D. Doors shall meet ANSI A250.8 Level 3, galvanized steel with polyurethane or polystyrene core and U value of.09. E. Frame shall also comply with ANSI A250.8 Level 14 gauge steel. F. Doors and frames shall be factory prime finished and field painted with exterior grade paint. G. Provide new hardware sets including lockset, hinges, closer, silencers, weather stripping and thresholds. H. All debris from construction i.e. doors, frames, hardware, miscellaneous materials, etc. will be removed from the Center and disposed of properly by the Contractor. Warrantees: The contractor is to provide written warranty for the above statements at time of completion of job IV Construction Requirements Center Regulations: Contractor and his employees shall abide by all of the Center's rules and regulations. There shall be no fraternization between contractor personnel and Job Corps Center students or personnel. The Contractor will be required to follow all Center safety and security requirements. Management of Jobsite: The Contractor shall maintain a clean and safe workplace that is secured at the end of each working day. The Contractor shall clear all deliveries with the Center's security personnel. Wage Rates: The bidders shall conform to the latest Davis-Bacon prevailing wage rate decisions for the area. Insurance: The Contractor shall obtain and maintain insurance as follows: Workman's Compensation/Employers Liability insurance, to meet Maryland statutory requirements Comprehensive General Liability ($1,000,000 per occurrence) Comprehensive Automobile Liability ($1,000,000/combined single limit) Fire Legal Liability ($500,000 per occurrence) The Contractor must cover any deductible costs. Upon contract award, the Contractor must add Woodstock Job Corps academy as additional named insured to the policies. Schedule: The Contractor shall submit a schedule for the work. The project shall be completed within 60 days of the award of the contract. Written authorization is required to extend the 60 day completion requirements. Final Acceptance The Contractor shall notify the Center's facility manager when the project is substantially complete, and shall request an inspection. The completion of this inspection shall determine the date for the commencement of the warrantees, and the date for payment. V. Proposal Form The Contractor's proposal shall be submitted on the Job Corps Center standard proposal form. The Contractor shall submit the following information with the proposal: A list of materials and product data sheets proposed for use. References Copies of Insurance Certificates Proof of a valid Contractor's License for the State of Maryland Note: "THIS IS A SUBCONTRACTING OPPORTUNITY" Please note that a walk-through will be conducted on January 25, 2011 at 9:00 am. Contractors who intend to submit a bid for this solicitation MUST submit the following by e-mail to Brown.Denora@jobcorps.org or fax to 410-696-9401 for receipt by close of business (5:00PM EST) on January 14,2011: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor: (2) statement of bonding capability, to include single and aggregate totals: and (3) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact including phone numbers. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. Estimated price range is between $10,000.00 - $16,000.00. Tentative advertisement date is July 25, 2012. PLEASE NOTE: The invitation for Bid (solicitation documents) will be available only for bidders who attend the walk-thru at the Woodstock Job Corps Facility scheduled on August 8, 2012 at 9:00am. Bids will be due by COB on August 17, 2012 at 5:00PM. Award will be posted once award has been made. Please note that Adams and Associates, Inc., reserves the right to reject any bids and select the bid deemed most responsible. Bidders should be aware of bid requirements for federally funded projects and act accordingly.
