- Justification and Approval This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source contract to Lockheed Martin Missiles and Fire Control, 1701 W. Marshall Drive, Grand Prairie TX 75051-2704 for the annual Update Service for Tac Forge CDB production software maintenance license. USSOCOM's requirement is the purchase of one NxDRLMS Formatter Software License to replace UNIX based LMDRLMs system and one Tac Forg CDB Production Software Upgrade, Modernization ETI. Lockheed Martin Missiles and Fire Control software is are not attainable through resellers. This software is needed for interoperability and compatibility with the simulators being used. This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. This notice is not a request for offers. The anticipated date of award is 31 July 2012. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a) (2) (ii), these items are determined to be peculiar to one manufacturer and not available from any other sources. All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Responses are due no later than 30 July 2012 at 10:00 a.m. EST. Only electronic submission will be accepted. Interested vendors may submit information for consideration of their capabilities and qualifications to amy.andersonstrother@socom.mil.
