Demorest, Contract Specialist E-Mail: Yvonne.Demorest@va.gov Date: July 24, 2012 Closing Date: August 3, 2012 Sources Sought Synopsis: VA701-12-AP-0151 Certified Service-Disabled Veteran Owned Small Business Electronic responses will be received no later than 3:00 PM, August 3, 2012, Eastern Standard Time. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY AND IS NOT A SOLICITATION ANNOUNCEMENT. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company name, a service capability statement, three customer references to which you have provided similar services to, copies of applicable licensing, product catalog, address, point of contact, and the size of your business pursuant to the following questions: (1) Is your business large or small (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified hubzone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business? The VA Program Contracting Activity Central (VA-PCAC) is seeking potential sources to procure an E85 Fueling Station to a Service Disabled Veteran Owned Small Business for the South Texas Veterans Health Care Facility, Audie L. Murphy Site, located at 7711 Wurzbach, San Antonio, Texas 78229. This is a "Turn-Key" project for an above ground, double-walled E85 Fueling Station. The capacity of the E85 Fueling Station is 10,000 gallons. The contractor shall be responsible for all phases of the project and each phase shall be subject to VA approval at designated project milestones. This project includes (but not limited to) all labor, materials, supplies, equipment, design, site preparation, services, training, lighting, camera(s), landscaping, communications, schematic layout, drawings, instruction, Operation and Maintenance manuals, As Built drawings, permits and zoning processes, design, construction, installation and commissioning. The required project activities include, but are not limited to: A. The E85 Fueling Station Project will be completed in the following phases: i.Schematic Layout (SD) ii.Installation iii.Commissioning B.The entire activity of the project will follow the following sequence of events: i.Pre-proposal Site Visit ii.Request for Proposal Submission iii.Award iv.Post Award Kick-off Meeting v.Notice to Proceed vi.Bonding & Insurance vii.Progress Reports/Meetings (every two weeks) viii.Permits ix.Draft Schematic Layout x.Plans (i.e. Contractor Quality Control, Safety, Environmental) xi.Final Schematic Layout xii.Installation xiii.Spill Prevention Control and Countermeasure Plan (SPCC) xiv.Fill Tank to 90% Capacity with E85 Fuel xv.Commissioning xvi.Final Inspection xvii.Acceptance xviii.Operations and Maintenance Manuals xix.Operations and Maintenance Training xx.AutoCAD Drawings (Design, Construction, As Built) xxi.Payment xxii.Warranty General Scope of Work: The Contractor shall provide all necessary services to meet the program objectives and requirements and to provide the required outcome in terms of overall quality, timeliness and documentation. The Contractor shall be responsible for obtaining and coordinating the services of any and all third-party Contractors performing other services on site and other entities as part of the contract to ensure the expected quality, timely, and documented final product. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought synopsis are not considered adequate responses to any future solicitation announcements. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of future solicitations. Responses to this notice should include: a.Company (or individual) name and address; b.Point of contact name, phone number, facsimile number, and email address; c.Dunn & Bradstreet number, CAGE code, size of business pursuant to NAICS Code 237120, (large, small, small disadvantaged, HUBZone, woman owned or operated, service disabled or veteran owned, 8(a) firm). d.The subject line of your response should clearly display the RFI number e.Please provide a summary description of at least three but no more than five contracts your company has performed for this same or similar requirement. Please identify whether you performed as a prime contractor, sub-contractor, teaming partner, or as a project manager. Please be specific and provide a complete reference to include at a minimum the project name, contract award amount and the project's owner contact information. Responses shall be limited to 5 pages (single spaced, front side only, no smaller than Times New Roman, font size 12 or equivalent). Do not include or attach brochures in addition to your response. If a solicitation is released, it may or may not be synopsized in FBO. It is the potential offeror's responsibility to monitor FBO for the release of any solicitation or synopsis. The Government reserves the right to consider a small business, SDVOSB, VOSB or 8(a) set aside when using FBO.
