Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), plans to procure data collection and medical record abstraction services on a sole source basis with the University of Rochester Medical Center, 601 Elmwood Ave., Box 673, Rochester, NY 14642. The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 541690 and the business size standard in $14.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of contract award. It has been determined that there is no opportunity to acquire green products or services under this procurement. Myotonic Dystrophy (DM) is a rare, chronic, slowly-progressive, degenerative, autosomal dominant multisystem (primarily muscular) disorder. The gene dysregulation in DM is a consequence of unstable nucleotide repeat expansions. Multiple case reports have suggested that DM patients may be at increased risk of benign and malignant tumors. NCI recently published the first quantitative study to evaluate cancer risk in DM patients using the Swedish and Danish population registries (S Gadalla et al., JAMA 2011; 306:2480-2486). In a follow-up study, NCI analyzed data reported by DM patients at their enrollment in the NIH-sponsored National Registry of DM and Facioscapulohumeral (FSHD) Muscular Dystrophy Patients and Family Members. NCI's preliminary analyses indicated that female gender and DM1 were associated with excess risk of tumors (M Das et al., J Neurol 2012; May 23, Epub ahead of print). Subsequent studies are urgently needed to confirm these observations and to determine the clinical predictors, and the biological mechanisms, of carcinogenesis in DM patients. The US National Registry of DM and FSHD Patients and Family Members is the largest database targeting these disorders in the United States. It includes baseline and annual follow-up clinical data on a well-characterized cohort of DM1 (n=852), DM2 (n=140), and FSHD (n=638) patients, and selected family members (n=172). Among DM registrants, approximately 150 have reported a personal history of benign or malignant tumor. Despite the detailed neurological data available in the registry, reported tumors have not been objectively confirmed (pathology report; direct examination of surgical tissue), and the Registry does not currently include important cancer-related information, such as, date of diagnosis, stage, treatment received, and pertinent cancer risk factors. The current procurement is for 1) data collection from all registry participants, 2) medical record abstraction for registrants who reported tumor development, including obtaining pathology reports and tumor tissue (stained slides, formalin-fixed/paraffin-imbedded tissue blocks) retrieval (if available), and 3) for data management required for the study." DM is a rare disorder, and identifying a large number of patients with uniformly collected clinical information and prospective follow-up data is very difficult. The proposed vendor (Neuromuscular Disease Center of the Department of Neurology at the University of Rochester Medical Center) has collected information from the largest well-characterized DM cohort in the United States, and has IRB approval to re-contact registrants to collect further information for research purposes. There is no other known source that can provide these services. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 8, 2012. No electronic capability statements will be accepted (i.e., email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
