Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a total small business set-aside. This solicitation number is RFQ2616336 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute on Aging (NIA) has a requirement for a scientific programmer to design and implement computer programs for automatic detection, analysis and simulation of local calcium releases. The programmer will be required to extract faint signals from a noisy background with the bias of artificial subjective selection criteria. Tasks includes: 1. Develop computer programs to read existing TIFF files as produced by existing microscope confocal imaging and camera systems. 2. Optimize and validate the programming for efficient and reeliable detection of LCR's and reject non-LCR events. 3. Write code for fast Monte Carlo type simulation of LCR's. 4. Design, implement, and debug the programms for parallel exectution utilizing multiple processor cores and/or Graphic Processor Units. 5. Design and implement user friendly interace and insure compatibility of the programs for Windows. It will be require 1,000 hours (6 months approximate.) Offers will be evaluated on technical ability and experience. Position Sensitivity Levels: This contract will entail the following position sensitivity levels: Level 1: Non-Sensitive. Contractor/subcontractor employees assigned to Level 1 positions shall undergo a Suitability Determination and National Check and Inquiry Investigation (NACI). Offers will also be evaluated on best value in relation to price. Quotations are to be delivered electronically to nsangous@mail.nih.gov by the due date and time. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
