Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA) National Marine Fisheries Service, Newport Facility located in Newport, OR on a sole source basis with Oregon Health & Science University. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed contract is a continuation of project to develop a multi-scale hydrologic model to encompass the entire Columbia River Estuary that is needed to develop simulations of salmon habitat opportunity in Columbia River estuary. The model is linked to a network of real-time physical observation buoys distributed that are used to validate model output. Dr. Antonio Baptista of Oregon Health Sciences University has a one of a kind hydrologic model of Columbia River estuary and has created and validated a simulation database used to predict changes in salmon-habitat opportunity metrics under changing river flows, tides and conditions. The model is critical to achieve key elements of this research, including assessment of salmon habitat needs in the estuary and prediction of the relative effectiveness of alternative restoration scenarios for at-risk Columbia River salmon stocks. The proposed contract requires continuation of existing data and comparability of modeling results and same hydrologic model used in previous analyses and the estuary-wide simulation databases previously developed for this study. The Government intends to negotiate a firm fixed price contract with performance period of twelve months from date of award. The North American Industry Classification System code for this acquisition is 541690 with a corresponding size standard of $14.0M. It is the Government's belief that only Oregon Health and Sciences University can complete this project. This notice represents the only official notice. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a simplified acquisition. ****The Western Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
