Description
The U.S. Fish and Wildlife Service has a requirement for levee mowing and vegetation removal at Wapato Lake Unit of the Tualatin River National Wildlife Refuge (NWR), 19255 SW Pacific Highway, Sherwood Oregon 97140. Project is a small business set-aside. Applicable NAICS code is 561730. Small business size is defined as $7 million or less annually when averaged over a three year period. A pre offer site visit may be schedule by contacting the Service representative, John Gahr at 503-625-5944. Work for the base bid item (task 1) includes mowing and vegetation removal along 5 miles of levee from top of levee (approximately 12 feet) and slopes on each side to 15 feet. This amounts to 42 feet of mow area. Total mow area amounts to approximately 25 acres along 26,400 linear feet. Task item 2 is to chip, mulch or pile all vegetation too large to reduce mowing. Task item 3 is to cut, chip or mulch all trees within established treatment area unless otherwise directed by eth Service. Task item 4 is to fill in all holes and repair any damage caused by trees and their removal. Basis for award will be Lowest Priced, Technically Acceptable. A technically acceptable quote will be based upon submission of proof of similar work performed over the last 3 years. Lowest price will be the total of all four tasks. Should available funding at time of receipt of quotes not be sufficient to accomplish all tasks, lowest price will be determined based upon the lowest total for task number 1 (base work) and a combination of tasks 2 through 4. All bids shall be evaluated on the basis of the same task items using the order of priority of the items listed in the schedule. If the lowest priced quote is technically acceptable, award will be made and no other quotes evaluated. If the lowest priced quote is not technically acceptable, the Service will evaluate the next lowest priced quote and so on until a quote is identified to be technically acceptable. Solicitation Number F12PS00804 and attachments will be posted to FedBizOpps hereafter with a response date specified as two weeks from posting. No further notice will be posted on FedBizOpps. To be considered for award, interested contractors must be registered in the Central Contractor Registration (CCR) database at (https://www.bpn.gov/ccr/) and must also register on the Online Representations and Certifications Application (ORCA) at (https://orca.bpn.gov/). For technical questions, please contact John Gahr at 503-625-5944 or email to John_Gahr@fws.gov. Contracting questions can be addressed to Karl Lautzenheiser at (503) 231-2052 or by email to Karl_Lautzenheiser@fws.gov.
