- This Pre-Solicitation Notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design-bid-build construction contract for P-472 Airfield Security Upgrades, MCAS Beaufort, South Carolina. Flight lines must meet Level II restricted area requirements based on Air Force Instruction 31-101 and Marine Corps order 5530.14A, this requires the flight line to have clearly defined and protected perimeters and access control points. Hangars and other facilities supporting the F-35 require Special Access Program Facilities (SAP-F) spaces, therefore, physical security requirements for these facilities must comply with Joint Air Force Army Navy (JFAN6/9) physical security standards for special access program facilities. This is a negotiated procurement utilizing the lowest price technically acceptable source selection process. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. Proposals will be evaluated on total price for the contract. Contract award is anticipated on or around 22 January 2013. The construction completion date will be 270 days after award. The estimated price range for the entire project is between $10,000,000 and $14,000,000. The NAICS Code is 236220 with a small business size standard of $33,500,000. This will be an electronic solicitation, which can be downloaded from Federal Business Opportunities (FedBizOpps) at https://www.fbo.gov. The solicitation will be available at this site no earlier than 15 days after this pre-solicitation notice is posted. A Pre-Proposal Conference and Site Visit will be held approximately 15 days after the solicitation is released (exact date and time will be specified in the solicitation). Proposals will be due no earlier than 30 days after the solicitation is released (exact date and time will be specified in the solicitation). Offerors are responsible to check FedBizOpps for the solicitation and any subsequent amendments that may be issued. THE CONTRACTOR IS REQUIRED TO REGISTER WITH DEPARTMENT OF DEFENSE CENTRAL CONTRACTOR REGISTRATION (CCR). NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED OR IN THE PROCESS OF REGISTERING WITH THE DOD CENTRAL CONTRACTOR REGISTRATION.
