Description

The Department of Veterans Affairs is seeking construction contractors to construct Laundry - Dietetics Building at the VA Medical Center in Biloxi, MS. The project number is 520-317S. This procurement is unrestricted. The contractor shall provide all labor, materials, tools and equipment and design services necessary, supervision, labor, materials, tools, and equipment for construction of building, installation of food service equipment. The laundry equipment specification and scope covers the design, layout, furnishing, installation and insulation of duct work, electrical work and piping of a complete workable steamless automated textile care processing system within a new textile care processing facility. Project also consists of roadwork, general construction, and landscaping and food service equipment installation. A 1200 gpm well and pump house shall be installed, approx 1200 feet deep. The overall intent of the facility is to achieve LEEDS Silver certification. Toward that goal the design of the Laundry Dietetics Facility incorporates equipment that minimizes water, gas, and electric consumption and provides equipment that maximizes the exchange of parts (circuit boards, motors, etc) to minimize the storage requirements in the facility, and minimize equipment down time. In addition the facility maximizes systems or processes that will improve the ergonomics in the Biloxi VAMC laundry and minimize, reduce or eliminate the physical stressors of bending, twisting and lifting. The estimated magnitude for this project is between twenty million ($20,000,000) and fifty million ($50,000,000). A bid bond as well as a performance bond will be required. A bid bond as well as a performance bond will be required. The firm must be a General Construction firm approved under NAICS Code 236220 and the size standard is $33.5 Million. The offeror shall obtain any and all necessary licenses or permits required to perform this work in the State of Mississippi. Prospective contractors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov prior to award. Prospective contractors may acquire solicitation documents, which are only available in.pdf electronic format, by registering and downloading plans and specification from the FedBizOpps website "www.fbo.gov" (to access export controlled solicitation, vendor must have an MNPN in CCR, a DUNS number and must be registered in FedBizOpps). A Pre-proposal conference is scheduled for August 14, 2012, 1:00PM local time in the Director's Conference Room, Building 3, 2nd Floor, Room 2C100 at the VA Medical Center, 400 Veterans Avenue, Biloxi, MS 39531. All attendees can park in the parking garage, enter through main entrance at Building 3, elevator to 2nd floor, and proceed to Room 2C100 on the left. Solicitation documents will be available on or about August 6, 2012 and the approximate proposal due date is September 6, 2012. Award of a firm fixed-price construction contract is anticipated for September 28, 2012. There will be no public bid opening. The proposals will be evaluated and award shall be made utilizing the Best Value method under FAR Part 15. Firms are advised that award may be made without discussions or any contact concerning the proposal received.
