Description
This project is a Full Facility Restoration (FFR) project of Building 340 to renovate and repair approximately 45,000 square feet (sf) at Parks Reserve Forces Training Area (Camp Parks, CA) The project will house the Non-Commissioned Officers Academy (NCOA). Renovations include repair of HVAC, mechanical, plumbing, electrical, fire alarm, and telecommunications. Interior repair includes corridors, restrooms, ceilings, lighting, doors, sprinklers, and finishes. Exterior work includes site work, sidewalks, lighting, repair, and replacement of windows. The options are an unheated storage, an exterior vault, attaching girders to the foundation, and interconnection of foundation elements (seismic upgrades). This project is set aside for Small Business. The target ceiling for contract award is $7,600,000. Offerors are under no obligation to approach this ceiling. The estimated cost range for this project is $5M to $10M. The construction contract duration is approximately 480 calendar days. The NAICS code is 236220. The Business Size Standard is $33.5M. The proposals will be evaluated using the Best Value Tradeoff Process. Proposals will be evaluated based on the following technical factors: Experience, Past Performance, Management, Safety and Price and Pro Forma Requirements. The approximate issue date is 10 August 2012 and approximate closing date is 11 September 2012, 1:00pm Eastern Time. All Offerors are invited to attend a Site Visit tentatively scheduled for 14 August 2012. This project is subject to availability of funds; funds are not presently available. No award will be made under this solicitation until funds are available. The solicitation will be issued only via the internet by download at the Federal Business Opportunities (FedBizOpps) website (http://www.fbo.gov). Amendments also will be available only by download at the FedBizOpps website. This announcement serves as the advance notice for this project.
