- The purpose of this Request for Information (RFI) is to conduct market research which will be used to formulate an acquisition strategy to provide Functional Support Services, Research Support Services, On-site Support and Programmatic Support Services for the Marine Corps Joint National Training Capability (JNTC) Program. Training and Education Command (TECOM) serves as the Marine Corps lead for the JNTC Program that falls under the greater Department of Defense (DoD) Training Transformation (T2) Program. The Regional Contracting Office, National Capital Region (RCO-NCR) is requesting responses from qualified small business concerns. The qualifying code for this effort is 541990. TECOM G-3/5/7 (Joint Training Integration) working in concert with Office of the Secretary of Defense (OSD) and Deputy Director, JS J7 Joint and Coalition Warfighting (JCW), enhances USMC training programs with the integration of a series of specific joint, interagency and multi-national (JIM) context solutions to joint training shortfalls that have been identified through the certification of these programs. The supported USMC pre-deployment and staff training programs consist of; Marine Air Ground Task Force Training Command (MAGTF-TC), Marine Aviation Weapons & Tactics Squadron One (MAWTS-1), MAGTF Staff Training Program (MSTP), Mountain Warfare Training Center (MWTC), and Marine Corps Tactics & Operations Group (MCTOG). TECOM G-3/5/7 Joint Training Integration requires JNTC liaison officers (LNOs)/exercise designers to perform as on-site TECOM coordinators for TECOM/USMC activities relating to JNTC enhancements to collective and unit training exercises and pre-deployment training. The Contractor will act as primary USMC JNTC LNOs/exercise designers, and coordinate Service efforts for JNTC interoperability and exercise planning/design through JNTC-event execution phases. TECOM requires contractor support with the capability to: (1) Participate in the planning and design of USMC training exercises, to include pre-deployment training; (2) Coordinate training program planning efforts with respect to acquiring and integrating JNTC support; (3) Draft JNTC certification documentation for the training program according to guidance established for JNTC and TECOM Joint Training Integration Branch; (4) Prepare draft training program documentation in support of JNTC certification mitigation; (5) Prepare written documentation for annual budget submission supporting JNTC certification mitigation; (6) Assist programs in the coordination of the inter/intra-Service JNTC effort for all aspects of JNTC-event planning;. Coordinate with government exercise personnel to determine requirements, document these requirements for government prioritization and approval, and coordinate with appropriate DD JS J7 (JCW)/other-service representatives in order to acquire and integrate joint context enhancements to TECOM sponsored events/exercises; (7) Observe and participate in scheduled JNTC exercises/events during execution; (8) Provide input for USMC, DD JS J7 (JCW) or OSD-directed assessment reports; (9) Coordinate with appropriate government personnel to establish Secret Internet Protocol Router Network (SIPRNET) user accounts; (10) Participate in all aspects of USMC training exercises required by CG TECOM ; (11) Provide tracking and analysis of all JNTC funds through the maintenance of a financial database, access to government financial systems and preparation of financial documents and reports to support TECOM JNTC programs; make recommendations concerning funds acquisition, obligation and spending in support of JNTC projects, initiatives and exercises; Manage and coordinate all TECOM/USMC budget activities relating to JNTC. Responses to this RFI shall not exceed ten (10) pages, including cover letter and contact information. Subject response must contain: (1) capability statement sufficient to demonstrate performance acumen directly related to the objectives listed above; (2) Link to the respondent's General Services Administration (GSA) schedule, or attached file of same, if applicable; (3) Commercial labor categories and rates used by respondents for similar services; (4) Citation of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; and (6) other material relevant to establishing core competencies of the firm.
