- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is VA259-12-Q-0182 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-58. Description: The Fighting immObility in Rural Veterans with Exercise and Technology (FOR VETs) project relies upon implementing a scientifically guided and monitored in-home exercise program that will target older Veterans living in rural communities and provide empirical data as to its efficacy. This exercise training program is book ended in three month intervals by state-of-the-art empirical testing of vascular function, skeletal muscle fatigability, mobility, and joint function. To achieve these goals a mobile laboratory (5th wheel RV) and housing unit to hold the necessary equipment, perform the testing, and provide a place for the investigators to sleep is essential. The mobile laboratory will facilitate the physiological testing (e.g. Doppler Ultrasound) of rural Veterans across the various sites necessary to achieve the goals of the FOR VETs program.
