- See the attached evaluation criteria See the atteched, Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Department of Homeland Security, Federal Emergency Management Agency, Disaster Assistance Division, at 500 C. SW, Washington, DC 20460, intends to award (1) contract to provide assistance to disaster victims in Presidential declared disaster and emergencies. The Federal Emergency Management Agency (FEMA) National Coordination Team (NCT) was established to serve as the central point of contact for disaster processing. Its primary mission is to act as an information conduit between FEMA Headquarters, Regions, Joint Field Offices (JFOs) and the National Processing Service Centers (NPSCs). The primary audit location is the Virginia-NPSC. Maryland and Texas NPSCs may be audited in the future contingent on availability of funds. The period of performance shall be (1) one base year with (4) (1) one year option periods. The NAICS Code applicable to this solicitation is NAICS 541614. This requirement is solicited as a full and open competition using FAR Part 12 procedures. The Technical Evaluation Plan (TEP) sets forth the evaluation scoring methodology for the Source Evaluation Team to recommend an award. The award recommendations of the Source Evaluation Team will be based on having completed a review, evaluation and scoring of proposals. The technical evaluation factors are as follows: FACTOR 1: TECHNICAL APPROACH The technical approach shall be complaint with the most current published version of ISO 9001 standards. The offeror shall be able to demonstrate a clear and distinct understanding and appreciation of the need to adhere to the best practices for auditing and its direct relationship to, and affect upon, all requirements required within the Solicitation. The offeror shall submit a detailed narrative exhibiting its capability to perform this requirement by outlining its technical and management approach and methodology as well as its process to achieve the tasks of the requirements. The offeror must submit a timeline, work plan and demonstrate that it has the ability to perform the tasks within the times specified. In addition, for each of the tasks, the offeror shall provide in its technical proposal a summary of proposed employees, skills, experience and education. FACTOR 2: AVAILABILITY AND QUALIFICATION OF KEY PERSONNEL The offeror shall submit resumes for all proposed personnel within their management structure. The offeror should identify at least one individual for each of the Key Personnel and include a detailed resume showing that the individual has the requested experience and certification(s). Key personnel or auditing staff may be on-site during various time of the contract period. FACTOR 3: PAST PERFORMANCE Past performance evaluation will include an assessment of the offeror's experience with performing projects of a comparable/similar size, scope, and complexity of projects based upon customer satisfaction with the services provided on past or current projects. • Past performance: list five projects completed within the past three years with either the Federal Government or commercial customers, which demonstrate work similar in type to the work described in this RFP; • Short description of the work performed; • A list of at least three but not more than five clients familiar with performance (include name, telephone number, physical address, and email address) • Annual and total dollar contract amount; • Period of performance Offeror's without a record of relevant past performance or for whom information on past performance is not available will not be evaluated favorably or unfavorably, but will instead receive: "No Rating". FACTOR 4: COST PROPOSAL The contractor shall submit a full itemized cost proposal with loaded fixed labor rates if required. Although all of the non-price factors combined is considered significantly more important than price, price is an important factor, as technical evaluation is determined virtually even, then price will become more important.
