Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award on a sole source basis to Edan Engineering Corporation, 900 Washington St., Suite 830, Vancouver, Washington 98660 to Electrical Distribution System at Dover Air Force Base. Edan Engineering Corporation was the A/E of Record for the Electrical Distribution System at Dover Air Force Base. The requirement to update the electrical coordination study will validate that the current electrical distribution system is properly "as-built" and provided power system analysis. The expeditious further analysis of this site is in the best interest of the Federal, State and local Governments as well as the sponsor, Dover AFB. Delay in the acquisition of these services will hamper analysis efforts and pose an unacceptable risk to subsequent construction. The update of the power coordination study will also facilitate the use of EasyPower software to perform short circuit and power coordination analysis. Procuring a new Contractor will lend to a steep learning curve, thus increasing duration and cost to the Government. Maintaining continuity with the Contractor eliminates schedule delays, which is imperative to the accomplishing the mission objective. Retaining Edan Engineering Corporation will result in reliable and maintainable electrical primary infrastructure that supports the Dover AFB mission. No RFQ will be issued based on this notice. However, all information received within five (5) calendar days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. The NAICS code is 541330.
