- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center Crane Division (NSWCCD) has a requirement for Ship Alteration (SHIPALT)/Ordnance Alteration (ORDALT) in accordance with platform fabrication and integration to support the subsequent installations of Surface Electronic Warfare (SEW) systems, subsystems, upgrades and ancillary equipment, including documentation and all materials in support of the U.S. Navy, U.S. Coast Guard and Coalition countries. This encompasses coordination and contracting for as needed industrial services pier-side at maritime facilities, in public or private shipyards. Services will be performed at multiple sites, both CONUS and OCONUS. The Government intends to award a Basic Ordering Agreement (BOA) with a five year ordering period. Full and open competition procedures will be utilized. The procurement will include a HUBZONE Price Evaluation Preference in accordance with FAR 19.1307(b). Delivery and Inspection and Acceptance will be in accordance with the DD Form 1423. FOB destination will be at NSWC Crane Division, Crane IN, 47522-5000. Interested contractors must be registered with the Central Contractor Registration database. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering technical capabilities, past performance and price related factors. No hard copies of the solicitation will be mailed. Interested sources must request copies from the POC. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format.
