Description
This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement as outlined below. The contractor shall provide: One each 15 Passenger Minibus One each 10 - 12 Passeneger Minibus Two each Class II compact sedans Contractor must provide telephone numbers for 24 hour / 7 days a week notification. Contractor will have in place agreement(s) with local dealerships providing for all scheduled and unscheduled repairs to vehicles at no cost to the government. Other requirements include: • Vehicles shall be no older than four (4) model years and have less than 70,000 km for the entire contract period. Vehicles reported to the vendor as having achieved or exceeded the four-year or 70,000 km requirement will be replaced within (5) five business days to meet the requirements of this paragraph. • Rental cost shall include unlimited mileage. • Lease price includes full coverage insurance (KASKO) and all applicable taxes, licenses, registration fees, and any other requirements as mandated by Turkish Law. License plates will be from the city of the location in which the vehicle is being used. Each vehicle will have a separate official letter from the Ankara Municipality giving authority to use the vehicle. Those for the minibuses will allow utilization for unlimited hours each day. This letter must be updated each year by the vendor before the expiration of the earlier one. • Vehicles are not to have a tachometer affixed and the registration needs to reflect that it is not required. • Vendor must maintain the minimum third party liability ‘traffic' insurance in accordance with Turkish Law and proof thereof in each vehicle and provide current, up-to-date copies of this insurance to the user and Fleet Manager. Copies of the insurance documents for each vehicle will be provided to the user and Fleet Manager by the vendor upon initial issue of vehicles and upon renewal of insurance as it becomes due. • Vendor will ensure each leased vehicle is inspected and maintained in accordance with Turkish law. Semiannual/annual emissions testing, road kit inspections, safety items (including chains in Ankara), and vehicle performance standard items are the sole responsibility of the vendor. • Vendor must deliver vehicles with a full tank of fuel and the government will return the vehicle with a full tank of fuel. • Vehicles must be clean and fully serviced upon delivery. • Any and all maintenance (repairs/servicing) of vehicles is the vendor's responsibility. When a vehicle requires maintenance, a replacement vehicle must be provided on the same day and the same time of that day as the leased vehicle is picked up/turned in for maintenance. Replacement vehicle must be the same class/type of vehicle being serviced. Original vehicle shall be returned to the leasing organization upon completion of any maintenance for which it was picked up/turned in. The fuel tank must indicate 100% full at pick up time and 100% full upon return from servicing. • Vendor will notify the Fleet Manager no later than (7) seven-days prior to any scheduled maintenance that needs to be performed on any vehicle. • Vendor will ensure all vehicles are taken to the base Vehicle Control Function prior to acceptance by the user and Fleet Manager. This is to ensure that the vehicles meet all standards listed under Special Requirements. For those vehicles leased outside of the Incirlik area, the vehicles will be inspected by the local transportation supervisor or Vehicle Control Officer. Results of the inspection will be provided to the Fleet Manager prior to acceptance. • Exchanging of vehicles that are not of the same class/type is not authorized without prior written approval of the Fleet Manager and Contracting Officer. • A representative of base safety shall have the authority under this contract to conduct random and unannounced safety checks of all vehicles provided by the vendor. In addition, all lease vehicles will be inspected on a no-notice basis by the Vehicle Control Function office on a random semi-annual basis. Findings resulting from the inspection will be reported to the Logistics Readiness Commander, Quality Assurance Evaluator, and the vendor. The vendor must correct safety discrepancies immediately. • Vehicles must be free of all religious symbols/references, advertisements, and stickers not of manufacturer origin. Vehicles are subject to rejection if one or more of the following are found to be unacceptableWindows: Must be free of all cracks, holes, and any other obstructions. Front windows will be powered controlled. All windows will be tinted so that they comply with Turkish traffic laws. • Tires: Must have minimum 50% original tire tread remaining, and be free of dry weather cracks, splits, cuts, and sidewall bulges etc. All tires must be radial; tread tires are forbidden. All tires must be of the same type, manufacturer, and size. Vehicle must have an operational manufacturer supplied spare tire and a car jack for lifting of the vehicle during tire changes. When requested a full size spare must be provided. • Vehicle lighting: All vehicles manufactured installed lighting must be operational. The following are examples of manufacture installed lighting, but not all inclusive: brake lights, turn signal indicator lights, backing lights, headlights, parking lights, fog lights (if installed), interior lights, dashboard lights, clearance lights (if installed). • Horn: Must be operational and of an audible tone to be heard by other vehicles on roadways with windows closed. • Cleanliness: Interior and exterior of vehicles shall be free of all dirt, trash and debris. • Brakes: Must be in good mechanical working order capable of stopping the vehicle in forward and reverse motion as intended and designed by the manufacturer. Brakes must be free of noise and vibration when applied. Parking brake must be functional and capable of holding the vehicle in a parked position without allowing the vehicle to move. • Heating and Air Conditioning: Vehicle must have operational heating and air and window defogger (if installed). • Exhaust System: Must be in good working order, free of leaks, cracks, holes, and rust. • Doors: Must have driver controlled power door locks. All doors will open, close and lock properly without the aid of any foreign objects (i.e. wire, etc.). • Seatbelts: Must be installed and in working condition in drivers and all passenger seating positions to include passenger vans. • Airbags: Must have driver and front passenger side airbags installed. • Holidays. The contractor is required to be available and provide service 365 days of the year, 24-hours a day including all Turkish and American holidays throughout the year. • Safety. All lease vehicle vendor provided services shall be performed in a safe and health conscious manner. Accident prevention principles must be thoroughly integrated in all operations. Unsafe conditions and practices shall be corrected immediately. Vehicles are subject to rejection if any one or more of the vehicle requirements are found to be unacceptable. If a vehicle is rejected, the contractor must provide a replacement within 4 hours, or a time agreed upon with the user. Traffic Tickets: If the contractor receives traffic tickets related to incidents involving its rental vehicle while under the control of the Government under this contract, it is the responsibility of the contractor to send any and all such tickets to the Government within three (3) business days of receiving the ticket. The Government will not be responsible for additional late penalties for non-payment of traffic fines that accrue as a result of the contractor's failure to forward tickets to the Government in a timely manner. Traffic tickets received by the Government from the contractor will be paid within five (5) business days of receipt. The contractor shall not be liable for any additional late penalties that accrue after the ticket has been in the Government's possession for five (5) business days. Traffic tickets received directly by the Government from the Turkish Police/Jandarma will be paid by the Government within five (5) business days of the ticket being issued. The contractor shall not be liable for any fees or penalties for tickets received directly by the Government that was not a result of the contractor's negligence in performance of this contract. Tickets received directly by the Government that are a result of the contractor's negligence will be provided to the contractor within three (3) business days. All tickets received as a result of the contractor's negligence shall be settled by the contractor at no additional cost to the government. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
