Description
J&A U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Thermo Electron North America LLC, 1400 North Pointe Pkwy., Suite #10, West Palm Beach, FL 33407 to provide the Delta V Isotope Ratio Mass Spectrometer. The Savannah Laboratory at CBP has a requirement for a Mass Spectrometer to use with their current Spectrometer and its software and peripherals, which will allow them to speed up turn-around time of honey adulteration sample analysis. Thermo Electron is the only known source for the Isotopic Ratio Mass Spectrometer (IRMS) that is interchangeable with the IRMS and its peripherals currently in use at CBP's Savannah Laboratory. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. The Government intends to solicit and negotiate directly with Thermo Electron. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. An award shall be made to Thermo. The anticipated award date is 2 August 2012. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via email to sonya.freeman@dhs.gov. Verifications of receipt of responses are the sole responsibility of the contractor. If no responsive statements are received by 2 August 2012 at 11:00 a.m. EDT, an award will be made to Thermo Electron.
