- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions-Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute Neurological Disorder and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Bruker Biospin Corporation, 15 Fortune Drive, Manning Park, Billerica, MA, to upgrade an existing in vivo micro CT tomography system with replacement of a higher resolution in vivo micro CT tomography system. The NIH Mouse Imaging Facility at NINDS has a requirement to upgrade and replace an existing in vivo micro CT scanner, the SkyScan model 1178, with a new SkyScan model 1176 that has higher resolution capability. The NIH Mouse Imaging Facility needs this upgraded device to be able to examine prepared tissue and stained material via X-ray Computed Tomography (CT) at extremely high spatial resolution. The SkyScan 1176 is a high-resolution low-dose X-ray scanner for in-vivo 3D scanning of small laboratory animals, such as mice, rats, and rabbits, with details detectable to as low as 9 microns. It allows non-invasive reconstruction of any cross section through the animal body and conversion of reconstructed datasets into realistic 3D-images, plus calculation of internal morphometric parameters, including bone architectural parameters. The SkyScan 1176 is a self-contained unit and includes computer hardware and software in one comprehensive package. Since the current model in use, the SkyScan 1178, was purchased from Bruker BioSpin Corporation, they are the only reliable source that will trade in the current, outdated model, and are the sole manufacturer of the SkyScan 1176. Bruker BioSpin Corporation is the only known source that can satisfy agency requirements. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
